National carrier Air India has now revealed a state-wise list of quarantine rules for passengers of domestic flights.
Air India has also tweeted, “State Governments are issuing various guidelines for travellers. Passengers are requested to check the state-specific requirements before travel.”
Here is a complete list of all the rules and regulations that you will need to follow for every state you land in:
Andaman
If you are travelling to Andaman you will require an RT-PCR negative report that has been issued from an ICMR recognised lab. The test also needs to be taken 48 hours before the commencement of the journey. Handwritten reports will not be accepted. Additionally all the arriving passengers will be required to take the Rapid Antigen Test compulsorily.
Even if you have a negative RT-PCR report you will be required to be home quarantined compulsorily for seven days. Whereas the passengers visiting Swaraj Dweep, Shaheed Dweep and Little Andaman Will be required to be quarantined for 10 days.
If these quarantine guidelines are violated the perpetrator will be fined Rs. 5000 each time.
Goa
If you are travelling to Goa you will be required to carry a Covid 19 negative test report which has been done a maximum of 72 hours before entering Goa. If you are coming to Goa on medical emergencies you will be allowed only after you produce a proof of it.
You will be permitted to enter Goa if you are fully vaccinated at least 14 days before the date of entry, asymptomatic and one of the following:
- If you are entering for the purpose of business and employment.
- If you are a resident of Goa but have been stranded outside Goa for pandemic related issues or other such issues.
Andhra Pradesh
If you are an asymptomatic passenger, you will have to be home quarantined for 14 days. You will also be required to register yourself on the Spandana website www.spandana.ap.gov.in.
Assam
Thermal screening will be conducted on arrival. Also, Rapid Antigen Test on arrival is compulsory. If your report comes positive, you will be required home isolation or hospitalization. If you test negative at the airport, you will have to take the PCR test and remain home quarantined until the result is declared.
All the arriving passengers will be required to be home quarantined compulsorily for 7 days even if the result of the COVID-19 test on arrival is negative.
The Rapid Antigen test is compulsory on arrival for everyone, including the passengers that are fully vaccinated. Those who test positive for this test will be sent home for home isolation/ hospitalization, and those who test negative will be required to take the RT-PCR test at the airport and remain under home quarantine until the result is declared.
As per reports, the passengers travelling to Intra-Assam and the North East states were exempted from arrival testing.
Government Officials and Passengers travelling for medical reasons or family bereavement will not have to follow mandatory quarantine.
The cost of the RT-PCR test (under Rs. 500) must be borne by the passengers.
Bihar
Thermal screening will be conducted on arrival.
Bihar Government Health Department has also removed restrictions for Domestic Arriving passengers at Patna. The RT-PCR Negative report will not be compulsory for passengers wo are arriving to Patna from other domestic stations.
Also, passengers will be required to be home quarantined for 10 days.
Tests will be carried out for all passengers and those who test positive for COVID-19 will be required to follow the SOP that has been issued by the Health Department.
For Gaya – passengers traveling from Madhya Pradesh, Delhi & NCR, Gujarat, Maharashtra, Kerala & Punjab will be required to produce Vaccination Certificate/RT- PCR/RAT negative report from ICMR accredited labs. The RT-PCR report should be done within 72 hours and 14 days after the certification of both doses of COVID-19 vaccine.
The Rapid Antigen Facility is available at arrivals for no cost.
Chhattisgarh
Passengers traveling to Chhattisgarh will be required to carry RT-PCR negative reports from ICMR certified labs which should be done before 96 hours. Also, ICMR id or SRF id is compulsory on the negative reports
Passengers are required to carry RT-PCR negative reports from ICMR certified labs not earlier than 96 hours. ICMR id or SRF id is a must on the negative reports, else testing for Covid will be done on arrival. Those without the above documents will be tested on arrival and remain in home isolation till the report is available.
Delhi
On arrival to Delhi, thermal screening will be done for all passengers. Also, passengers will have to remain in quarantine for 14 days. All constitutional and government functionaries and their staff members will not be required to be quarantined if they are asymptomatic.
Gujarat
All the passengers arriving in Gujarat will have to undergo thermal screening.
An RT-PCR test is not necessary for domestic travel in healthy individuals on arrival. However, passengers arriving at Surat will be required to install the SMC Covid-19 Tracker App which can be found here https://play.google.com/store/apps/details?id=in.smc.covidout. They will also be required to fill out the Novel Corona Self Reporting form, which can be found here http://www.suratmunicipal.gov.in/EServices/Covid19SelfReporting.
Haryana
On arrival to Haryana, thermal screening will be done for all passengers. Also, passengers will have to remain in quarantine for 14 days.
Uttarakhand
For passengers coming in from Maharashtra, Kerala & Gujarat, a free COVID test will be done. If they come with a RT- PCR/True NAT/CBNAAT/Antigen test with a negative report not more than 72hrs before arrival, they will not be required to be home quarantined.
Passengers that are fully vaccinated after 15 days of the second dose will not be required to follow the above test requirements. For people visiting more than 7 days, home quarantine will be mandatory. However, travelers that are coming to Uttarakhand for less than 7 days will not be required to be home quarantined.
As per reports, government officials from state & centre, Judges of Supreme & High court and other judicial officers, MP’s & MLA of Uttarakhand & support staff are also exempted from being quarantined.
Also, all passengers will compulsorily need to register on the state website: http://smartcitydehradun.uk.gov.in and follow SOPs of Government agencies.
Rajasthan
Those passengers that have taken the 1st vaccination will not be required to carry the RT-PCR COVID-19 negative report while entering the State of Rajasthan. They will also be exempted from the mandatory quarantine.
Those passengers who havent been vaccinated will be required to carry a negative RT-PCR test report not older than 72 hours before departure. They will also need to carry the negative COVID-19 certificate at the time of arrival.
Passengers who arrive without the report will be quarantined for 15 days.
If you do not belong to Jaipur or Rajasthan (Tourist or Business), you will have to make your own arrangements for quarantine..
Also, all “Armed Forces Personnel” that arrive in Rajasthan will be exempt from showing RT-PCR Negative report (Within 72 Hrs) on arrival.
Also, thermal screening and oxygen saturation checks will be conducted for all passengers on arrival to Rajasthan.
Tamil Nadu
For passengers coming in from Maharashtra and Kerala, Covid testing will be conducted if they are symptomatic. All the passengers that are arriving in Coimbatore will be required to carry Auto E-Pass along with a negative RT-PCR report. This report should not be earlier than 72 hours from the time of departure.
Passengers coming in from Maharashtra and Kerala must undergo 7 days of home quarantine and self monitoring. Any other passengers who are asymptomatic and are not from these two states will have to be home quarantined for 14 days.
Passengers must also carry aTN e-pass by registering on https://tnepass.tnega.org before their travel.
Maharashtra
As per the guidelines, “It is mandatory for passengers to carry negative RT-PCR reports not earlier than 72 hours before the time of entry into Maharashtra. Passengers without RT-PCR reports will not be permitted to board the flight.”
Also, all passengers who plan to stay in the state for 7 days or less will not be required to follow mandatory quarantine. Also, these passengers will have to share the details of their return/onward.
The armed forces personnel and their families from the Army, Navy, Air force and the Coast Guard will not be required to do RT-PCR tests.
Karnataka
It is mandatory to possess a negative RT-PCR certificate not older than 72 hours for all passengers originating from Kerala and Maharashtra irrespective of the vaccination status.
For travellers from all other states, it is mandatory that those with COVID -19 symptoms should carry an RT- PCR Negative Test Report.
Permitted exemptions for negative RT-PCR certificates for travellers from Kerala and Maharashtra are as follows:
a) Constitutional functionaries and health care professionals.
b) Children below 2 years.
c) In a dire emergency situation (death in the family, medical treatment etc), the passengers’ swabs shall be collected on arrival.
On receipt of the RTPCR test report, further action will be taken as per the State Protocol.
The cost of the RT -PCR test at Bengaluru airport is INR 800/- PER PERSON.
Kerala
Travellers from other States to Kerala shall carry an RT- PCR negative certificate that has been taken within 72 hours before the start of the journey.
COVID-19 negative test result is not required for travel of any person (including delivery agents) within Kerala.
All asymptomatic passengers will be home quarantined for 14 days. Passengers visiting Kerala for less than 7 days are exempted from home quarantine provided they obtain an entry pass for a short visit from
If any passenger arrives at the Calicut airport without an RT-PCR result, the arrangements for the RT- PCR testing shall be arranged at the Airport itself. The passenger shall bear the expense of the test.
All passengers arriving in Kerala must have a valid e-pass after registering their details in the state’s COVID Jagratha portal, without which the passenger will not be permitted to exit the airport – https://covid19jagratha.kerala.nic.in/home/addMedicalEmergencyPass
Himachal Pradesh
All passengers without exception will be exempted from quarantine if they produce a a COVID negative certificate through RT-PCR test or TRUNAAT t/CB NAAT test by an ICMR authorized lab issued not earlier than 96 hours from the time when the sample was taken.
However, asymptomatic residents of Himachal Pradesh who are coming back to the state after a travel to other states for medical business or work purposes maybe exempted from quarantine if they exit Himachal Pradesh or re-enter the state within 48 hours.
If passengers coming to Himachal Pradesh are arriving from city’s with a high prevalence of COVID-19 they will be exempted from institutional quarantine if they are travelling for exceptional and compelling reasons such human distress, pregnancy, death in the family, serious illness and parent(s) accompanied by children below 10 years. However, they will be home quarantined for 14 days compulsorily.
They will also be required to install the Aarogya Setu App and register at least 48 hours prior to their arrival on the Covid E- Pass portal http://covid19epass.hp.gov.in
Army/CAPF personnel are not required to register on E -Pass if they have arrived to rejoin their official duty.
Jammu and Kashmir
All passengers arriving at Jammu & Kashmir will have to undergo the Covid19 antigen test through the RT-PCR method or Rapid Antigen test.
Until the test results are reported negative, passengers will have to undergo home quarantine for 14 days.
Passengers without contactable phone numbers with updated Aarogya Setu App will have to undergo institutional quarantine
Asymptomatic Business travellers carrying a confirmed return ticket confirmed hotel booking and their Business ID will be exempted from quarantine and will be permitted to proceed to their hotel from the
Passengers are required to fill up the ICMR health form on arrival.
