Big Holi Gift For All Govt Employees: No Salary Cut Or Leave Deduction During Lockdown Period

Post the imposition of lockdown on 25th March 2020 and the geographical constraints of the same, many people could not join their offices as a result of which they were absent from work.

Various instances like central government servants (CGS) on official tour not being able to rejoin office have been received by the centre.

On 1st March 2021, relaxation to such central government employees with some terms and conditions has been announced by the Department of Personnel & Training (DoPT).

A notification for the same was issued on28.07.2020 and it shall be adopted to cover grievances of the maximum number of central government employees who failed to rejoin their office.

7thn CPC Leave Relaxation

Government employees in different sectors under the Government of India had faced unavoidable problems due to the COVID-19 pandemic and OM dated 28.07.2020 has been issued in view of these circumstances. “The said OM may not touch all specific circumstantial problems faced by all employees under the Government of India; however, an interpretation of such circumstances in congruence with the clarification made in the above OM is adoptable.”

7th Pay Commission Leave Relief to Central Government Employees

Here are the details of situation and leave relaxation as per the DoPT notification dated 28.07.2020

Situation: Those government employees who were unable to return to their Headquarters (HQs) being on official tour due to the non-availability of Public Transport.

Clarification: Such an employee is deemed to have joined duty on the date of expiry of official tour in case proper intimation is given in any form in which the difficulty in joining the duty is due to the non-availability of public transport/flights.

Situation: Employees who are on leave before imposition of lockdown and their leave ended during the lockdown period

Clarification: Such an employee is deemed to have joined duty from the date of expiry of leave in case proper intimation is given in any form in which the difficulty in joining the duty is due to the non-availability of public transport/flights. In case the leave was taken due to medical reasons, employee is subject to produce medical/ fitness certificate.

Situation: Employees who left Headquarters on the week-end prior to lockdown, i.e, 20.03.2020 (Friday) but due to the non-availability of transport could not return to HQ on 23.03.2020 (Monday)  

Clarification: Such an employee is deemed to have joined duty from on 23.03.2020 in case proper intimation is given in any form in which the difficulty in joining the duty is due to the non-availability of public transport/flights.

Situation: Employees who were on leave before the imposition of lockdown and left on week-end prior to lockdown, i.e, 20.03.2020 (Friday) but could not return to HQ on 23.03.2020 (Monday) due to the non-availability of transport

Clarification: Curtailment of sanctioned leave may not be agreed to, unless allowed by the leave sanctioning authority only in rare cases based on official exigency. From the date following the date of expiry of leave during the period of lockdown, the employee may be deemed to have joined duty.
