Mumbai’s ambitious Metro Line 13 project connecting Bhayandar to Virar has become significantly more expensive after the Mumbai Metropolitan Region Development Authority (MMRDA) submitted a revised proposal to the Maharashtra government. The updated project cost has surged from ₹6,900 crore to nearly ₹17,725 crore — an increase of around 88%.

The revised proposal aims to improve:
- Passenger ridership
- Financial feasibility
- Integration with existing metro corridors
- Connectivity in Mumbai’s fast-growing northern suburbs
Metro 13 Will Connect Bhayandar To Virar
Under the revised alignment:
- Metro Line 13 will run from Bhayandar to Dongarpada in north Virar
- Total corridor length will increase to around 24.9 km
- The line will feature 17 stations instead of the earlier planned 20 stations
The corridor is expected to serve commuters from:
- Mira Road
- Bhayandar
- Naigaon
- Vasai
- Nallasopara
- Virar
These regions currently depend heavily on overcrowded Western Railway suburban services.
Underground Section Increased Project Cost
One of the biggest reasons behind the sharp cost escalation is the addition of underground metro construction.
The revised plan now includes:
- 14 elevated stations
- 3 underground stations
- A 3.25-km underground stretch between Vasai and Nallasopara
Officials reportedly said underground metro construction is substantially more expensive than elevated corridors. Inflation and rising construction costs have further increased the overall project estimate.
Designed To Reduce Western Railway Overcrowding
The new alignment has been planned largely parallel to the Western Railway suburban corridor.
Officials believe the metro line could:
- Reduce pressure on Mumbai local trains
- Improve commuting speed
- Offer alternative transport in congested western suburbs
- Support future population growth in the Mumbai Metropolitan Region
The project is especially important because Virar-Vasai-Nallasopara remains one of Mumbai’s fastest-growing residential belts, where lakhs of daily commuters travel toward Mumbai city for work.
Key Connectivity Features
The revised Metro 13 proposal also improves interchange connectivity.
Important changes include:
- Bhayandar station shifted to Subhash Chandra Bose Ground
- Direct interchange with Metro Line 9
- Proposed metro depot near Naringi Cricket Ground in Virar
The project may also include:
- A double-decker bridge across Vasai Creek
- Road traffic on the lower deck
- Metro rail infrastructure on the upper deck
Proposed Stations On Metro Line 13
The revised alignment includes stations such as:
- Subhash Chandra Bose Ground
- Naigaon
- Vasai
- Nallasopara East
- Nallasopara West
- Virar
- Dongarpada
The corridor is expected to significantly improve connectivity for residents living in outer Mumbai suburbs.
Mumbai Metro Costs Are Rising Rapidly
Metro Line 13 is not the only Mumbai metro project witnessing cost escalation.
Several Mumbai metro corridors have faced:
- Inflationary pressure
- Land acquisition costs
- Delays
- Engineering redesigns
- Underground construction expenses
Experts say underground metro projects in dense urban areas often become dramatically more expensive due to:
- Utility shifting
- Tunneling complexity
- Rehabilitation costs
- Geological challenges
Why This Project Matters
Despite the rising costs, Metro Line 13 is viewed as strategically important for Mumbai’s future urban mobility.
The corridor could:
- Reduce travel time across western suburbs
- Improve multimodal transport integration
- Increase real estate development around stations
- Reduce dependence on overloaded suburban trains
For commuters in Virar, Vasai, and Nallasopara, the project could eventually transform daily travel patterns that currently involve some of India’s most crowded train routes.
