Indian passport and consular services in the UAE are undergoing a major transition, with the Indian Embassy in Abu Dhabi and the Consulate General in Dubai now directly managing passport, visa and attestation services. The temporary arrangement follows delays in appointing a new outsourced service provider after a legal dispute over the tendering process.

The changes have introduced a new appointment system, revised service charges and updated procedures for applicants across the UAE.

Online Appointment Now Mandatory

Applicants seeking passport renewal, visa or attestation services must now book appointments through the official online portal before visiting the embassy or consulate.

The appointment-based system has replaced the earlier walk-in process in Dubai, while only limited emergency services are being handled on a priority basis. Authorities say the new system is intended to better manage the heavy demand for consular services during the ongoing transition.

Passport Fees Revised

Passport service charges have also been revised following the transition. Applicants renewing or applying for passports are now required to pay higher fees than before.

The revised charges apply to both ordinary and Tatkaal passport services, reflecting the latest fee structure introduced by the Indian missions in the UAE. Those planning to renew their passports are advised to check the applicable charges before booking an appointment.

Why the System Has Changed

The transition began after the contracts of the previous service providers expired at the end of June. Although a new company had been selected through a government tender, legal challenges delayed the handover, forcing the Indian missions to temporarily provide passport and consular services directly.

The arrangement is expected to continue until the legal dispute over the outsourcing process is resolved and a new service provider officially takes over operations.

Applicants Advised to Plan Ahead

With millions of Indian expatriates living in the UAE, demand for passport and consular services remains extremely high. Appointment slots are limited and often fill up quickly, making advance planning essential, particularly for those with upcoming travel plans or passports nearing expiry.

Officials have also advised applicants not to rely on unauthorised agents or intermediaries claiming to secure appointments for a fee. Appointments should be booked only through the official system to avoid fraud and unnecessary expenses.
