The Haryana government has introduced a new Excise Policy for 2023-24, which includes various changes and features.
This policy, effective from June 12, 2023, to June 11, 2024, has been approved by the Haryana Cabinet.
Haryana Government’s New Liquor Policy
One of the notable features is the introduction of avant-garde outlets in malls and shopping complexes. These outlets will have air conditioning and high-quality flooring like wood or granite.
They will be well-decorated with shelves and offer a wide range of brands for display. Avant-garde outlets will be allotted in posh market areas and will contribute to providing a better experience for customers.
Another significant change is the permission for the consumption of beer and wine in corporate offices with 5,000 or more employees. These offices must have a minimum area of 1 lakh square feet, and the designated area for consumption should not be a thoroughfare or connected to public areas. The license fee for possession and consumption of low alcohol content drinks will be applicable in these corporate offices.
New Policy Addresses Establishment of Liquor Vends
Additionally, the new policy addresses the establishment of liquor vends in Industrial Model Townships and the prohibition of open-air taverns. It also introduces the “admin review” feature for WhatsApp groups, allowing group admins to better moderate the content by deleting reported messages that violate group rules.
Furthermore, the policy mentions the approval of taverns, limited to one per retail zone, in urban and sub-urban areas falling within 5 km of municipal limits or borders with other states. Taverns will be granted in areas under Metropolitan Development Authorities and industrial model townships. The policy emphasizes that taverns should have proper structures, furniture, and fire-fighting equipment. They should not operate in open spaces without boundaries and must comply with regulations to prevent public drinking.
The new Excise Policy also revises the license fee for serving liquor in social gatherings. The fee has been increased based on the number of persons attending the event.
