The Personnel Ministry has mass promoted 8,000 government officers belonging to three key secretariat services.

These officers work in the Central Secretariat Service (CSS), Central Secretariat Stenographers’ Service (CSSS) and Central Secretariat Clerical Service (CSCS).

The Central Secretariat Service forms the backbone of administrative work in Central government ministries and departments.

They are selected through exams conducted by the Union Public Service Commission (UPSC).

Largest mass promotion

The mass promotions also include stenographers, Principal Staff Officers, clerks and others in Central Secretariat Stenographers’ Service and Central Secretariat Clerical Service.

This is one of the biggest orders of mass promotions in the Central government.

Many of these promotions had been stuck in litigation after government employees had filed cases, including against each other.

The last time such large scale promotions happened was in 2019, when 4,000 officers received promotions in the aforementioned three services.

Roles, departments

Of the total of 8,089 promoted employees:-

  • 4,734 are from Central Secretariat Service (CSS)
  • 327 promotions are in the post of Directors
  • 1,097 promotion in the post of Deputy Secretary
  • 1,472 promotion in the post of Section Officers

Of the 2,966 from Central Secretariat Stenographers’ Service (CSSS):

  • 157 Principal Staff Officers
  • 153 Senior Principal Private Secretaries
  • 1,208 Principal Private Secretaries, among others, in the Central Secretariat Stenographers’ Service.

389 officials promoted were from Central Secretariat Clerical Service (CSCS).

Culmination of several rounds of meetings

Dr Jitendra Singh, the Minister of State for Personnel said that the promotion orders were issued after several rounds of high-level meetings in the Department of Personnel and Training (DoPT) chaired by him in the last two-months.

The Central Secretariat Service officers’ association had been complaining about the delay in their promotion, claiming it was causing irreparable financial loss to them.

The minister also met delegations of central secretariat officials multiple times to address the issue, as he considered that these three services -– CSS, CSSS and CSCS — form the backbone of the central secretariat administrative functioning.

Manmohan Verma, General Secretary of the CSS Forum expressed his gratitude for the mass promotions and said that it resolved the long-pending regular promotion issue of the officers.
