In the Union Budget speech on February 1, 2021, Finance Minister Niramala Sitharaman announced allocating a total of Rs 3,768 crore towards undertaking the country’s first-ever digital census of 2021.

The upcoming Census 2021 will be conducted 100% digitally this year, along with the provision of self-enumeration.

This means that the event, which marks the total population count of the country (besides other important conclusions) will be held digitally, offering the playing field completely to technology.

Census 2021 to be Conducted Digitally

The Union Home Ministry informed yesterday that the upcoming Census 2021 will be conducted digitally; the first-ever digital census in India.

This will be the 16th Census of the country.

A census is the complete enumeration of a population or groups at a point in time with respect to well defined characteristics: for example, population, production, traffic on particular roads.

The ministry also informed that people can now conduct self-enumeration, with the help of a mobile app designed for the purpose of collecting data.

Self-enumeration means completing the survey questionnaires of the census by the respondents themselves.

As per the Home Ministry’s statement in Lok Sabha yesterday, “The forthcoming Census will be the first digital Census and there is a provision for self-enumeration. Mobile App for collection of data and a Census Portal for management and monitoring of various Census related activities have been developed.”

Procedure of the Census

The process of Census involves the workers visiting every household, door-to-door and conducting enquiries and filling forms.

This time however, everything will be done digitally. In addition, there is also a provision for self-enumeration, which means using a mobile app, people can themselves file their data. A census portal is also made available for management and monitoring of various Census related activities.

  • Individuals can log into the Census portal (once made available) using their mobile numbers and filling their details.
  • This form will gather information about the population enumeration.
  • Codes will be displayed on the screen to fill in the various options
  • Once you complete filling in the form and the self-enumeration is completed, you will be assigned with an identification number, which will be sent on your registered number.

When the enumerator goes for the house listing exercise, the assigned identification number can be shared, which will automatically sync all the data already filled online.
