I know what you are thinking, how come Indian cities feature in this list if India is the Top outsourcing country in the world !
The reason is simple, although it is one of the riskiest cities for outsourcing, the benefits like low cost labour, English speaking population far outweigh the risks involved. !
I agree with 2 cities of india because really the currency is unstable. :)
This is funny it lists two cities of Indian Union but provide different currency risks for same currency managed by Reserve Bank of India.
This factor should be at-least same.

With crime rate less than Washington D.C., a stable government and economy – Bogota is an IDEAL location for offshore development. Let’s add some cities like Buenos Aires (economic issues) or Santiago, Chile (natural disasters) to the list when discussing the riskiest locations for offshore work…

There is no name of Pakistan here. Also, you have mentioned two indian cities which contributes a good part of the Indian IT Industry. How the currency is unstable at these places ??
