Welfare Schemes By Vijay Can Consume 30% Of Tamil Nadu's Revenues, Cost Rs 1 Lakh Crore/Year

Tamil Nadu may be heading toward one of its biggest welfare expansions ever if the promises made by Vijay during the 2026 Assembly elections are fully implemented. According to estimates based on the Tamilaga Vettri Kazhagam (TVK) manifesto and state budget data, Tamil Nadu’s welfare expenditure could rise by more than 52%, taking the annual bill close to ₹1 lakh crore.

The dramatic increase comes after TVK’s strong electoral performance in the Tamil Nadu Assembly elections, where the party emerged as a major political force.

What Has Vijay Promised?

TVK’s manifesto contains a wide range of welfare schemes aimed at women, youth, farmers, students, and economically weaker families. Some of the biggest promises include:

  • ₹2,500 monthly assistance for women heads of households
  • Six free LPG cylinders annually per family
  • ₹4,000 monthly aid for unemployed graduates
  • 8 grams of gold and silk saree for marriage assistance
  • Interest-free loans up to ₹5 lakh for women-led self-help groups
  • ₹25 lakh family health insurance coverage
  • ₹15,000 annual education support for school children
  • Farm loan waivers and higher MSP for crops

These promises significantly expand existing welfare commitments already being run in Tamil Nadu.

Welfare Spending Could Cross ₹1 Lakh Crore

According to estimates cited in reports, Tamil Nadu currently spends around ₹65,000 crore annually on welfare schemes and subsidies. If TVK implements all major promises, the figure could rise to nearly ₹1 lakh crore.

This projected expenditure would amount to nearly one-third of Tamil Nadu’s total revenue receipts estimated in the 2025-26 state budget. Analysts warn that such a large welfare burden may significantly reduce the government’s ability to increase capital expenditure and infrastructure investments.

Fiscal Pressure And Rising Debt Concerns

Tamil Nadu is already among India’s most heavily indebted states. Reports indicate the state’s outstanding debt may touch ₹10.71 lakh crore by 2027.

Economists and policy experts believe that if the welfare expansion is financed without creating major new revenue sources, the state’s fiscal deficit could rise from the budgeted 3% of Gross State Domestic Product (GSDP) to nearly 4%.

The manifesto talks about improving revenue generation, reducing corruption, and attracting AI-driven investments, including proposals for an AI Ministry and AI City. However, detailed funding mechanisms for these ambitious projects have not yet been clearly outlined.

Welfare Politics Becoming Bigger In Tamil Nadu

Tamil Nadu has long been known for competitive welfare politics, with major parties regularly announcing subsidies, cash transfers, and free schemes. TVK’s manifesto appears to push this competition even further.

Supporters argue these schemes could improve social welfare, women’s empowerment, and youth support. Critics, however, fear that excessive subsidy-driven spending could weaken long-term investments in industries, jobs, and infrastructure.
