In a move that will impact crores of train passengers across India, Indian Railways has introduced a new rule effective from May 1, aimed at enhancing travel comfort and reducing coach congestion. Under this rule, passengers holding waiting list tickets will no longer be allowed in sleeper or AC coaches.

Who Is Affected by This Rule?
The new guideline primarily affects those who book waiting list tickets, especially from railway counters. While IRCTC automatically cancels unconfirmed online bookings, counter-booked tickets often allow passengers to board trains. Many such passengers previously entered sleeper or AC coaches and either occupied unreserved seats or caused overcrowding in the aisles.
Strict Action by TTEs
According to the new directive, Traveling Ticket Examiners (TTEs) have been given the authority to:
- Fine passengers who are found occupying reserved sleeper or AC seats with waiting list tickets.
- Shift such passengers to the general coach, where unreserved ticket holders are permitted to travel.
Why This Rule Was Introduced
Captain Shashi Kiran, Chief Public Relations Officer of North Western Railway, explained that the rule is being implemented to ensure the convenience of confirmed passengers. There have been frequent complaints of waiting ticket holders forcibly occupying reserved seats, blocking passageways, and causing overall discomfort during long journeys.
The Indian Railways intends to:
- Ensure safety and comfort for passengers with valid confirmed tickets.
- Avoid disputes between travelers over seating arrangements.
- Reduce congestion in already crowded coaches.
Travelers Must Plan Better Now
With this rule, passengers who often rely on waiting list tickets to board trains will need to rethink their travel plans. It is now mandatory to have a confirmed ticket for travel in sleeper and AC coaches. Otherwise, you will have to either cancel your trip or travel in the general unreserved class.
Final Thoughts
This step by Indian Railways is aimed at restoring order and comfort in long-distance travel. It is a reminder for passengers to check their ticket status in advance and avoid last-minute issues. As summer travel picks up, better compliance with these rules will make journeys smoother for everyone.
