Penalties for Violations
The Bill introduces stringent penalties for coaching centres failing to comply with its provisions:
- Rs 2 lakh fine for the first violation of certain sections
- Rs 5 lakh fine for a subsequent offence
- Cancellation of registration for repeated violations
Ensuring Transparency and Student Welfare
To enhance transparency and provide mental health support, the Bill mandates the establishment of:
- A state-level portal for monitoring coaching centres
- A 24×7 helpline to offer counseling services for students facing stress or emotional distress
Formation of a Regulatory Authority
The legislation also proposes the creation of the Rajasthan Coaching Institutes (Control and Regulation) Authority to oversee coaching centres. Key regulatory measures include:
- Mandatory registration for all coaching institutes
- Applicability to coaching centres with 50 or more students
- Formation of a district-level committee under the chairmanship of the District Magistrate to enforce compliance
- Oversight by a state-level authority, chaired by the Secretary of the Higher Education Department

Minister Patel acknowledged the gravity of rising student suicides in cities like Kota and Jaipur, stating that the government is committed to eliminating despair among unemployed and struggling students.
