In a move that prioritises local interests, Goa Chief Minister Pramod Sawant has assured that cab aggregators like Ola and Uber will not be allowed to operate in the state. The announcement follows intense pressure from coastal MLAs and taxi operators, even though the state recently released draft guidelines for transport aggregators.
Local MLAs Demand Protection for Taxi Business
Leaders from Goa’s coastal belt, including Michael Lobo and Jit Arolkar, met with the Chief Minister to express concerns over the entry of app-based cab services. Their key demand was to suspend the draft Goa Transport Aggregator Guidelines, 2025, and focus instead on improving the existing local taxi system.
Lobo emphasised that the taxi trade should remain in the hands of locals. He said that any taxi fare should be fixed and transparent, removing room for bargaining and confusion among tourists.
CM Pramod Sawant Clarifies Government’s Position
Chief Minister Sawant clarified that the recently issued guidelines are only a draft and are not an invitation for Ola or Uber to enter the market. He stated, “We will not allow them here. We will take all stakeholders—including hotels, taxi operators, and MLAs—into confidence before finalising anything.”
He also urged locals to stay calm and trust the government’s commitment to fairness, local employment, and tourism-friendly transport services.
Equal Fare System and Tourist-Friendly Transport
As a solution, the government and MLAs proposed establishing an equal fare structure across the state. This aims to enhance the tourist experience while ensuring fair income for local taxi drivers.
Jit Arolkar confirmed that during the meeting, it was decided that tourists should know the fare upfront, without room for negotiation. He said, “There should be no confusion or bargaining. We want tourists to leave Goa with good memories.”
Stakeholders To Be Consulted
The government has assured that no final decision will be made without consulting all stakeholders. While objections and suggestions on the draft guidelines are still open, taxi operators have already begun lobbying local MLAs to strengthen their opposition.
Goa’s firm stance against cab aggregators like Ola and Uber highlights the state’s intent to protect local livelihoods while improving taxi services. The coming weeks will be crucial in shaping Goa’s transportation future.
