The new driving license rules are all set to be effective from June 1.
The biggest change as per the new rules would be that the individuals would now be able to take driving tests at private driving training centres instead of government RTOs.
Key Changes in Driving License Regulations
These centres will be permitted to conduct tests and issue certificates for license eligibility.
The fines for speeding shall remain the same like before and remain between Rs 1000 and Rs 2000. However, if a minor is caught driving will face a heavy penalty of Rs 25,000 and in addition to the fine, their vehicle registration will be canceled, and they’ll be ineligible for a license until 25 years old.
With simpler documentation for new licenses, accustomed to the type of vehicle (two-wheeler or four-wheeler), the need for physical checkups at RTOs shall also be reduced.
By eliminating as many as 900,000 old government vehicles and implementing stricter car emission regulations, the new rules also target to reduce the pollution.
As per the new rule, it is mandatory for the private driving schools to have at least 1 acre of land, or 2 acres for four-wheeler training.
There shall also be a suitable testing facility in these centres.
Educational Requirement of Trainer and Driving License Fees
As far as education is concerned, the trainers are required to have a high school diploma or equivalent, a minimum of 5 years of driving experience, and proficiency in biometrics and IT systems.
Varying by vehicle type, the training duration for Light Motor Vehicles (LMV) would last 29 hours over 4 weeks, with 8 hours of theory and 21 hours of practical training.
On the other hand, for Heavy Motor Vehicles (HMV), the training is 38 hours over 6 weeks, including 8 hours of theory and 31 hours of practical training.
This will ensure high standards of education and readiness for new drivers attending private training schools.
As far as fees is concerned, various fees are outlined for different services related to driving licenses, such as issuing learner’s licenses, driving tests, and international driving permits.
Also, fees shall be applicable for below:
- Renewal of licenses
- Endorsements for hazardous goods vehicles
- Duplicate licenses for driving instruction schools
- Appeals against licensing authority orders
- Changes of address or other details in driving licenses
The process to apply the license, however, remains unchanged.
One can apply online or offline through parivahan.gov.in and based on the license type, the application fee would vary.
Physical visits to the RTO for document submission and driving skill demonstrations are still required for license approval.
