Delhi is set to introduce a major work-from-home measure as part of its winter pollution control strategy, with government and private offices required to have 50% of their employees work remotely from November 1.
The arrangement will remain in force during the winter pollution period, alongside restrictions on construction, higher parking charges, staggered office timings and vehicle curbs.
50% Employees To Work From Home
Under the new winter protocol, offices across Delhi will operate with half their workforce working from home during the designated period.
The measure is aimed at reducing the number of daily commuters on Delhi’s roads and, in turn, lowering traffic congestion and vehicle emissions.
Unlike the existing GRAP system, where a 50% work-from-home arrangement can be introduced when air quality reaches the most severe category, the new Delhi framework brings the measure forward to a predetermined date.
New Office Timings From November 1
The government is also introducing staggered working hours to spread traffic across different parts of the day.
Municipal Corporation of Delhi offices will operate from 8:30 am to 5:00 pm, while offices under the Delhi government will function from 10:00 am to 6:30 pm.
The revised timings are scheduled to apply during the winter period.
The idea is to reduce the concentration of vehicles during peak commuting hours, particularly around the morning and evening rush.
Construction Restrictions To Begin
Construction and demolition activities will also face seasonal restrictions.
Dust-generating demolition work and outdoor civil construction activities will be prohibited from November 1 to January 31, with exceptions for certain essential public infrastructure projects.
A more stringent complete ban on construction and demolition activities is planned between December 10 and January 20.
The restrictions are aimed at controlling dust, which is a significant contributor to particulate pollution in the Capital.
Parking Charges To Double
Delhi will also increase the cost of using authorised parking facilities.
Parking charges will be doubled from November 1 through February 28 as part of an effort to discourage private vehicle use during the winter pollution season.
Parking facilities owned and operated by Delhi Metro Rail Corporation will be exempt from the increase.
Vehicle Restrictions Also Planned
The winter protocol includes restrictions on the entry of vehicles registered outside Delhi and below BS-VI emission standards from November 1.
CNG and electric vehicles, along with certain essential vehicles, will be exempt from the restriction.
The government has also retained other measures aimed at reducing pollution, including the requirement for vehicles to have valid Pollution Under Control certificates for refuelling.
A New Fixed-Date Approach
The latest plan changes how several pollution-control measures are triggered.
Instead of waiting for air quality to deteriorate to a particular GRAP stage, Delhi has established fixed dates for several measures, allowing restrictions to begin before the worst winter pollution episodes arrive.
GRAP will continue to operate separately, meaning additional restrictions can still be imposed if air quality reaches the relevant thresholds.
