The withdrawal of the Electric Bike Taxi Scheme by the Karnataka government has sparked debate and raised concerns about the future of eco-friendly transportation solutions in the state. Launched in 2021 with the aim of enhancing first and last-mile connectivity and generating employment opportunities, the scheme faced opposition from auto-rickshaw unions in Bengaluru.

Why Ban?

The decision to ban electric bike taxis stems from various factors highlighted in a notification issued by the state transport department. Concerns were raised about private app-based organizations utilizing non-transport two-wheelers in violation of the Motor Vehicle Act. Instances of heated disputes between auto and taxi drivers and bike taxi riders led to law and order issues, raising significant concerns about women’s safety. Additionally, the unauthorized operation of bike taxis has impacted the tax collection and enforcement efforts of the transport department.

Auto Unions Objected

Sources indicate that opposition from auto-rickshaw unions played a significant role in influencing the government’s decision. Persistent demands for a ban on bike taxis and instances of intimidation against bike taxi riders further fueled the controversy. Despite efforts to regulate the sector, including granting licenses to certain operators, challenges persisted, with some aggregators operating without approval.

In contrast to the state government’s decision, a recent advisory from the Union Ministry of Road Transport and Highways (MoRTH) supports the concept of bike taxis. The advisory encourages states and union territories to accept and process applications for contract carriage permits for motorcycles under the provisions of the Motor Vehicles Act and its rules.

While the Electric Bike Taxi Scheme was introduced with noble intentions, challenges related to regulatory compliance, safety concerns, and opposition from vested interests have led to its withdrawal. The ban on electric bike taxis in Karnataka underscores the complex dynamics and competing interests in the transportation sector, highlighting the need for a balanced approach that prioritizes both innovation and regulatory oversight.
