A major debt-restructuring agreement involving Mumbai Metro One Private Limited (MMOPL), the company operating Mumbai’s Versova-Andheri-Ghatkopar Metro Line 1, has collapsed, raising fresh concerns about the financial stability of the project and plans to increase passenger capacity.

The failed agreement could delay the introduction of six-coach trains on one of Mumbai’s busiest metro corridors, which carries approximately five lakh passengers on a typical weekday. Daily metro services are expected to continue, but the timeline for additional coaches remains uncertain.

Why Did the Debt-Restructuring Deal Fail?

MMOPL, controlled by Anil Ambani-led Reliance Infrastructure, had entered into a debt-restructuring agreement with the National Asset Reconstruction Company Limited (NARCL) on July 9, 2026.

The agreement was intended to reduce the company’s outstanding debt to NARCL by more than Rs 1,100 crore and resolve an ongoing insolvency dispute.

However, the arrangement required approval from another lender, India Infrastructure Finance Company (UK) Limited, or IIFCL UK. That approval was not obtained, resulting in the restructuring agreement falling through.

IIFCL UK subsequently approached the National Company Law Tribunal (NCLT) on September 29, seeking to initiate fresh insolvency proceedings against MMOPL over outstanding dues.

MMOPL Faces Thousands of Crores in Debt

The company’s financial obligations remain substantial. MMOPL owes approximately Rs 2,771.32 crore to NARCL and another Rs 1,745 crore to IIFCL UK, according to details reported in connection with the dispute.

The failed restructuring has renewed uncertainty over how the operator will manage its liabilities and finance planned improvements to the metro network.

The insolvency proceedings will now form an important part of the company’s financial outlook, although their outcome remains uncertain.

Six-Coach Trains Could Be Delayed

The financial difficulties have also cast doubt on plans to increase capacity on the Versova-Andheri-Ghatkopar corridor.

MMOPL has initiated a process to procure 22 additional coaches at an estimated cost of Rs 330 crore. These coaches would allow at least 11 existing four-coach trains to be converted into six-coach services.

According to the Mumbai Metropolitan Region Development Authority, a four-coach train can carry around 1,178 passengers, while a six-coach train can accommodate approximately 1,792 passengers. That represents an increase in capacity of roughly 52%.

The additional coaches could help address severe crowding during peak hours. However, progress depends on financial restructuring and the availability of funds.

Will Mumbai Metro Services Be Affected?

The collapse of the debt agreement does not mean that Mumbai Metro Line 1 will immediately stop operating. Existing services are expected to continue, and commuters can continue using the corridor.

The immediate concern is the delay in planned capacity expansion rather than a confirmed disruption to daily operations.

For commuters who already face crowded trains, prolonged uncertainty over the additional coaches could mean waiting longer for improved travel conditions.

Summary

A debt-restructuring agreement involving Anil Ambani-controlled Mumbai Metro One has collapsed after a required lender approval was not secured. The company owes approximately Rs 2,771 crore to NARCL and Rs 1,745 crore to IIFCL UK, which has sought fresh insolvency proceedings. The financial uncertainty could delay a Rs 330 crore plan to add 22 coaches and expand train capacity, although daily services are expected to continue.
