Piyush Goyal Calls US Visa Restrictions An Opportunity For India

Union Commerce and Industry Minister Piyush Goyal has said tighter restrictions on H-1B visas could benefit India by encouraging skilled professionals to remain in the country and prompting multinational companies to shift more technology work to their Indian operations.

H1B Visa Ban For TCS, Infosys Will Benefit India, Says Minister Goyal

Speaking at the ET Startup Awards 2026 in Bengaluru, Goyal argued that India could gain economically if professionals who might otherwise move to the United States stay back and contribute to the domestic economy.

“Every H-1B visa not granted is a big win for India,” he said, highlighting the potential benefits for Indian employment, startups and technology businesses.

Why Is The US Tightening H-1B Visa Access?

The H-1B visa allows US employers to hire foreign professionals for specialised occupations, including software engineering, data science and other technology roles.

Indian professionals have historically accounted for a significant share of H-1B visa holders. Changes to the programme can therefore affect Indian workers seeking opportunities in the United States, as well as companies that depend on international talent.

Recent US immigration restrictions have increased uncertainty for skilled workers and technology employers. However, H-1B visa restrictions and the suspension of the PERM green card programme are separate measures with different implications.

More Technology Jobs Could Move To India

Goyal believes tighter visa access could encourage multinational companies to expand their Indian operations rather than relocating employees to the United States.

Global Capability Centres (GCCs), which handle activities such as software development, research, analytics and business operations, are an important part of this trend.

India has become a major destination for multinational companies establishing technology and innovation teams. Bengaluru, Hyderabad, Pune, Gurugram, Noida and Mumbai host large numbers of these centres.

If companies move additional work to India, domestic professionals could benefit from more employment opportunities without having to relocate overseas.

Indian Startups Could Also Benefit

Goyal said India’s startup ecosystem, particularly in deep technology, has significant room to grow.

A larger pool of experienced engineers and technology professionals could help Indian startups recruit talent that might otherwise seek opportunities abroad.

Retaining skilled workers could also support innovation, research and product development within the country.

However, these benefits are not guaranteed. Companies could respond to visa restrictions by expanding their Indian teams, hiring locally in the United States, or restructuring how they deliver services.

Why Companies May Prefer Indian Operations

India offers a large pool of technology talent and comparatively lower operating costs than many developed markets.

Remote working arrangements and established Indian GCCs allow companies to serve international customers without requiring every employee to be physically present in the United States.

Goyal also said he had met global business leaders during his recent US visit and that several companies had outlined plans to expand their Indian presence.

Such investments could create opportunities in software development, financial services, research and other specialised fields.

What Does This Mean For Indian IT Professionals?

The impact will vary across the industry.

Professionals hoping to move to the United States may face greater uncertainty, while experienced workers could find additional opportunities if multinational companies expand their Indian operations.

At the same time, Indian IT companies have increasingly hired locally in the US, reducing their dependence on some foreign-worker immigration routes.

The key question is whether tighter visa access will translate into additional jobs and investment in India, rather than simply reducing opportunities for workers seeking to move abroad.

Summary

Piyush Goyal has argued that tighter H-1B visa restrictions could benefit India by encouraging skilled professionals to stay in the country and prompting multinational companies to shift more technology work to Indian operations. He highlighted potential gains for Global Capability Centres, domestic employment and deep-tech startups. However, the actual benefits will depend on companies’ hiring and investment decisions, and additional jobs in India are not guaranteed.
