India’s ultra-high-income taxpayer base has expanded rapidly over the past five years, with the number of individuals reporting an annual gross total income of ₹100 crore or more rising to 576 in the Assessment Year (AY) 2025-26. The latest figures, shared by the Finance Ministry in Parliament, highlight the growing number of high-income earners as the country’s economy continues to expand.

The data also reflects increasing tax compliance and a broader tax base, even as policymakers continue to focus on inclusive economic growth.

Fourfold Growth In Five Years

The number of taxpayers declaring an annual gross income of at least ₹100 crore has increased fourfold since AY 2021-22, when only 142 individuals reported income in this category.

The growth over the years has been significant:

  • AY 2021-22: 142 taxpayers
  • AY 2022-23: 301 taxpayers
  • AY 2023-24: 284 taxpayers
  • AY 2024-25: 415 taxpayers
  • AY 2025-26: 576 taxpayers

Compared to the previous assessment year, the latest figures represent an increase of 161 taxpayers, or nearly 39%.

Government Clarifies Definition

While responding to a question in the Lok Sabha, the Ministry of Finance clarified that there is no statutory definition of the term “billionaire” under either the Income-tax Act, 2025 or the earlier Income-tax Act, 1961.

Instead, the figures are based on taxpayers who declared a gross total income of ₹100 crore or more in their income tax returns.

What The Numbers Indicate

The sharp rise in high-income taxpayers reflects India’s expanding economy and growing wealth creation across sectors such as technology, finance, manufacturing, startups and professional services.

Experts believe that stronger business activity, rising entrepreneurial success, improved tax reporting and higher voluntary compliance have all contributed to the increase in taxpayers reporting very high incomes.

The data also indicates that India’s direct tax base continues to widen alongside economic growth.

Government Highlights Inclusive Growth

Alongside the income data, the government informed Parliament that it has introduced several measures aimed at reducing inequality and promoting inclusive development.

According to official data cited in Parliament, the unemployment rate for people aged 15 years and above declined from 3.6% in 2022 to 3.1% in 2025. The government also pointed to investments in food security, healthcare, education, housing and social welfare as part of its broader strategy to support balanced economic growth.

The rapid expansion of the ₹100-crore income club highlights the emergence of more ultra-high-income individuals in India. At the same time, the figures underscore the importance of maintaining strong economic growth while ensuring that wealth creation is accompanied by wider employment opportunities, improved financial inclusion and equitable development across different sections of society.
