It appears that foreigners – Immigration, Refugees, and Citizenship who want to live in Canada can apply for Canadian Permanent Resident status through the Provincial Nominee Program, which allows people to live, reside, and work in a certain province or region.
Over 421 Express Entry invitations were issued to eligible foreign nationals on Tuesday with the lowest-ranked candidate receiving a CRS score of 727.
It happened on April 28, 2025, at 14:18:27 UTC, while the Tie-breaking rule date was September 09, 2024 at 17:11:19 UTC.
With this declaration, we can assume that the minimum Rank required to be invited to apply will be 421 or above as per the CRS score distribution.
In case if more than one candidate gets the lowest score then the cut-off is based on the date and time they submitted their Express Entry profiles.
Canada Withdrew ‘Job Offer Points’ From CRS
Prior to this, on April 14, 2025 previous Provincial Nominee Program was conducted, when 825 Express Entry invitations were issued to eligible foreign nationals ranked among the first.
That time the lowest-ranked candidate received a CRS score of 764.
For the unawares, the Canadian federal administration employs the Comprehensive Ranking System (CRS) in order to sort applicants according to age, educational background, employment history, and proficiency in languages, adjusting the threshold for each Express Entry draw.
In an earlier development, Canada withdrew ‘job offer points’ from the Comprehensive Ranking System (CRS) in the Express Entry pool On March 25, 2025.
This is applicable to both current and future candidates.
Basically, this removal of ‘job offer points’ from the Comprehensive Ranking System will not apply to all categories, but only to those that are classified under Major Group 00 of the National Occupation Classification (for example, senior management positions) (200 points) and in any other skilled occupation (50 points).
This simply means that the candidates having qualifying job offers in their Express Entry profiles will lose their previously associated CRS points.
On the other hand, the ones with a current job offer will no longer have the opportunity to earn extra points after March 25, 2025.
