Delhi Creates Rs 200 Crore Warchest To Create 5000 Startups By 2035

A draft startup policy has been issued by the Rekha Gupta-led Delhi administration, which aims to assist 5,000 companies and establish Delhi as a global centre for innovation by 2035.

To facilitate financial access, a Delhi Startup Venture Capital Fund worth ₹200 crore would be established.

The Department of Industries website has the nine-page Delhi Start-up Policy 2025 available for stakeholder comments.

The mission states, “To encourage, facilitate and support the emergence of at least 5000 startups by 2035. To encourage entrepreneurship that enables sustainable and inclusive socio-economic development across the State.”

18 industries, including healthcare, hotel, Fintech, e-waste, automotive, logistics, gaming, green tech, and robots, will be the emphasis of the 10-year policy.

AI, machine learning, IoT, SaaS, biotechnology, augmented reality, drones, and unmanned aerial vehicles are other focus areas.

The draft notes, “Delhi is one of the fastest-growing states… The IT & ITES sector in Delhi has emerged as a rapidly developing industry. The key sectoral areas… align with the strengths of the State.”

New focus areas may be added later, based on demand and emerging technologies, with Startup Monitoring Committee approval.

Delhi Draft Startup Policy Offers 100% Rental Reimbursement Up to ₹10 Lakh Annually

One of the incentives is a three-year, 100% refund for workplace lease rentals up to ₹10 lakh.

Additionally, startups would receive 100% reimbursement for industrial designs, patents, trademarks, and copyrights, up to ₹3 lakh for international patents and ₹1 lakh for Indian patents.

Extra advantages include a ₹2 lakh monthly operating budget for a year and reimbursement of exhibition expenses (₹5 lakh domestic, ₹10 lakh foreign).

Applications must be made through the Delhi Single Window System; a Startup Task Force will decide whether applicants are qualified after they have been reviewed by the relevant agency.

A startup site will be used to notify applicants.

The government will supply mentor networks, virtual incubation via the Delhi Incubation Hub, and contemporary infrastructure.

In collaboration with industry associations, a startup festival will be held to highlight innovations around the world.

The Startup Task Force and a monitoring committee will supervise the Department of Industries, which would act as the nodal agency.

The draft states, “This Policy shall be reviewed biennially. A status report shall be commissioned by the Startup Task Force…”

Women entrepreneurs will receive special assistance with networking, self-employment, and business building.

It adds, “Women entrepreneurship can make a particularly strong contribution to the economic well-being of the family and communities by contributing to the Millennium Development Goals (MDGs).”
