Department of Industrial Policy and Promotion’s (DIPP) has released the third edition of their Business Reforms Action Plan ranking, commonly known as Ease of Doing Business ranking.

Andhra Pradesh has surprised everyone as they have been again ranked #1, two years in row.

India’s national capital New Delhi has performed very poorly in the ranking, as it slipped 4 slots from #19 last year to #23 this year.

What exactly is happening in Andhra Pradesh, which is absent in New Delhi?

Andhra Pradesh: #1 State For Doing Business!

Last year, Andhra Pradesh and Telangana had jointly been declared #1 in the ranking of Ease of Doing Business in India.

This year, Telangana has slipped to #2 position, while Andhra Pradesh continues to dominate the ranking. While Andhra Pradesh scored 98.42%, Telangana had 98.33% score.

This way, Andhra Pradesh has beaten industrialized states such as Maharashtra, Gujarat and Tamil Nadu in the promoting and encouraging new businesses.

The overall ranking is based on “reform evidence score” and “feedback score”; and Andhra Pradesh scored 99.73% and 86.5% respectively.

What Made Andhra Top The Ranking?

In the last one year, Andhra Pradesh has implemented several citizen-friendly initiatives, which has helped the state to score heavily in the Ease of Doing Business ranking.

Important reforms in taxes, construction, minority development, reducing poverty and real estate registrations have been successfully implemented.

For instance, Andhra Govt. successfully implemented the reforms in Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 which enabled single-window clearance and certificate issuance for all citizens.

Under RTI Act, the state implemented several major reforms, which results in scoring more points.

Delhi Slips in Ranking!

Meanwhile it is bad news for AAP-led Delhi Govt. as they continued to slip in ranking.

If we compare the percentage of points secured, then states like UP, Bihar and Jammu & Kashmir scored higher than Delhi when it comes to Ease of Doing Business.

While the City Govt. scored only 34% in compliance of reforms, Delhi slipped on 235 reform initiatives, thereby showcasing one of the worst performances by any state or UT.

Overall, 17 states surveyed scored more than 90% points.

The report said, “The states which have achieved 80 per cent or more reforms evidence score represent 84 per cent of the country’s area, 90 per cent of the country’s population and 79 per cent of India’s GDP.”
