There are changes to the naturalization process, with a new civics test that will become effective from October 20, 2025 as announced by the US Citizenship and Immigration Services (USCIS).

These changes are part of efforts to align testing procedures with Executive Order 14161 which modernizes the assessment of applicants seeking US citizenship.

As per this latest update, the applicants filing Form N-400, the Application for Naturalization, before October 20, 2025, will continue to take the 2008 civics test.

For the people who will be filing on or after October 20, 2025, will be required to take the 2025 civics test.

When it comes to the 2025 civics test, it is built on the 2020 version with adjustments to the administration process. 

If you are wondering about these tests, both of them are oral tests which assess the  applicants’ knowledge of US history, government, and civics.

English Test Requirement And Evaluation 

Please note here that all the applicants need to demonstrate proficiency in English unless they qualify for an exemption. 

Under this English test they evaluate  speaking, reading and writing abilities.

Speaking – Assessed by a USCIS officer during the eligibility interview.

Reading – Applicants must read one out of three sentences correctly. A vocabulary list focusing on civics and history is available to prepare.

Writing – Applicants must write one out of three sentences correctly. Study materials are provided by USCIS for preparation.

It appears that they have introduced these sections to ensure applicants can understand and communicate in basic English, which is essential for civic participation.

Civics Test Evaluation, Exemption and Accommodations

For the 2008 Civics test, the applicants have to  answer up to 10 questions drawn from a list of 100 questions. Out of the 10 questions, the applicant needs to answer six correctly in order to clear this test.

In the case of the 2025 Civics test, the applicant needs to answer 20 questions from a list of 128. The individual has to answer 12 questions correctly to pass this test. Please note here that nine or more incorrect answers result in failure.

If applicants fail any part of the test then they are allowed two additional attempts for the failed section within 60–90 days from their initial interview.

Besides this, USCIS provides exceptions and accommodations for certain applicants, such as older applicants or those with medical conditions that prevent them from meeting English or civics requirements.

How To Prepare For These Tests?

For preparation, USCIS offers study materials and resources which help the applicants in preparing for both the English and civics sections. 

This style material includes vocabulary lists, sample questions, and official guides for the 2008 and upcoming 2025 tests. 

So, the appearing candidates are encouraged to review these resources in advance to improve their chances of passing.
