Transport operators across Maharashtra launched a statewide “chakka jam” protest, temporarily halting several categories of vehicles including school buses, trucks, taxis and commercial vehicles. The agitation is aimed at opposing what unions describe as arbitrary and excessive electronic traffic fines (e-challans) issued by authorities.

Why Transport Operators Are Protesting

The protest is being led by the Maharashtra Transport Action Committee (M-TAC), a coalition representing multiple transport unions. According to the group, the current enforcement system has led to large numbers of traffic fines being issued automatically, sometimes for minor or disputed violations.

Transporters argue that the e-challan system has created a heavy financial burden on drivers and vehicle owners. They claim some penalties are incorrectly issued or duplicated, and that enforcement mechanisms do not allow adequate appeal or clarification.

Industry representatives estimate that thousands of crores of rupees in fines have accumulated through the system, intensifying anger within the transport sector.

Vehicles Affected by the ‘Chakka Jam’

Several categories of transport services were impacted during the protest. These include:

  • Trucks and cargo vehicles
  • School buses and private buses
  • Taxis and app-based cabs
  • Autorickshaws and tempos
  • Tankers and commercial carriers

Transport unions warned that if the issue remains unresolved, many of these services could remain off the roads during a prolonged strike, leading to disruptions in logistics and daily commuting.

Protests Held Across Maharashtra

Demonstrations were planned at Azad Maidan in Mumbai and outside Regional Transport Office (RTO) premises across multiple districts. Protesters demanded policy changes and written assurances from the government regarding the e-challan system.

Authorities had asked RTO offices to set up control rooms to monitor the protest and maintain law-and-order, given the potential for traffic disruptions during the agitation.

Possible Indefinite Strike

Transport unions initially warned that if their demands were ignored, the protest could escalate into an indefinite statewide strike starting at midnight, which would severely affect passenger and goods transport.

However, after discussions with the government, the planned indefinite strike was temporarily postponed for a week, though the day’s protests still caused significant disruption in several cities.

What Happens Next

Transporters are demanding reforms to the e-challan system, including:

  • Review or cancellation of allegedly incorrect fines
  • Clear appeal mechanisms for penalties
  • Relaxation of rules linking unpaid challans to vehicle permits
  • Reduction in other costs such as taxes and tolls

If negotiations fail, unions warn they may resume the agitation, potentially affecting transport services across Maharashtra again.
