The Maharashtra government plans to develop Karnala-Sai-Chirner New Town (KSC New Town), or ‘Third Mumbai,’ in Raigad. This project, envisioned as a tech hub, will host 65% of India’s data centers. Surveys in 2025, covering 124 villages, will lay the groundwork for a detailed master plan, aligning with the state’s goal to boost Mumbai Metropolitan Region’s GDP to $300 billion by 2029.
Drone and LiDAR Surveys to Lead Development
The Mumbai Metropolitan Region Development Authority (MMRDA) will conduct surveys across 323.44 sq km of Raigad, with nearly half the area comprising hills, forests, and farmland. Key steps in the survey include:
- Drone-based assessments for aerial mapping.
- Use of LiDAR technology for detailed land analysis.
- GIS-based mapping and land ownership verification.
A senior MMRDA official confirmed that these surveys, coupled with ground studies, will be completed within six to eight months, forming the foundation for the KSC New Town’s development strategy.
A Comprehensive Master Plan by 2026
To ensure holistic planning, the MMRDA has invited applications from private firms to oversee surveys and develop a vision document. This document will encompass:
- A detailed master plan,
- A long-term development strategy, and
- A focus on positioning KSC New Town as a data and tech hub.
The master plan is slated for completion by August 2026.
Driving Economic Growth in Mumbai Metropolitan Region
KSC New Town is a critical component of the Maharashtra government’s roadmap to elevate the Mumbai Metropolitan Region’s GDP to $300 billion by 2029. This aligns with NITI Aayog’s vision for India’s economic expansion.
In September 2024, the MMRDA and World Economic Forum signed an MoU to foster collaboration, supporting this initiative.
Future of ‘Third Mumbai’
KSC New Town is expected to redefine Mumbai’s economic and technological landscape by becoming a data-centric hub, hosting over 65% of the country’s data centers. With detailed surveys and a strong vision, the project aims to improve connectivity, reduce travel times, and drive economic growth, transforming Raigad into a bustling extension of Mumbai’s metropolitan area.
