In an effort to revitalize the areas beneath the city’s flyovers, Delhi’s Public Works Department (PWD) has issued a call for bids for the “Identification and Design of Spaces under Flyovers.”

The project intends to transform run-down urban areas, many of which are currently occupied by the homeless or are dilapidated, into aesthetically pleasing, environmentally responsible public areas that enhance quality of life and foster social and economic development.

The tender includes 93 flyovers in total.
The designs must blend into Delhi’s larger urban fabric while being inclusive, sustainable, and sensitive to context. They must also capture the distinct personality of each site.
Services like creating a design brief with PWD, assessing sites, analyzing proposed development, establishing architectural and thematic guidelines, creating signage guidelines, creating PPP (public-private partnership) documents, and examining and approving contractor drawings will be handled by the hired consultant.
Raja Garden, Peera Garhi, District Centre Janakpuri, Zakhira, Shalimar Bagh Elevated Road, the Madhuban Chowk–Mukarba Chowk corridor, and 19 other flyovers are among the chosen flyovers in the north zone.
Road No. 56 Tata Telco, Ghazipur, Anand Vihar (Ramprastha Flyover), Mayur Vihar Phase-1, Apsara border, Shyam Lal College, Mangi Bridge (Hanuman Setu), Geeta Colony Bridge, ROB Akshardham, and 19 other flyovers are located in the east zone.
B-Avenue (Nauroji Nagar Flyover), Africa Avenue, Chirag Delhi, IIT-Delhi, Munirka, Sarita Vihar, AIIMS, Moolchand, and Rao Tula Ram Marg (both new and old flyovers) are among the 28 flyovers selected for the south zone.
The plan also includes flyovers at Punjabi Bagh and ISBT Kashmere Gate.
Consultants to Submit Inception Reports, Surveys, and Soil Tests for Each Flyover
An inception report with methodology, timelines, and approach will be provided by the consultant for every flyover. Additionally, soil investigations and physical surveys will be carried out.
A structure and MEPF (mechanical, electrical, plumbing, and firefighting) design basis report, budget estimates, and a final architectural concept report with client input are among the additional responsibilities. The architectural concept must translate themes into guidelines.
The deadline for the consulting assignment is nine months.
If properly implemented, the project could turn the currently unusable, trash-filled, illegally occupied, and dusty under-flyover areas into easily accessible, beautifully designed public commons that serve both practical and decorative functions.
