In a significant move to curb commercial exploitation, the Delhi government has introduced stringent guidelines prohibiting private schools from compelling parents to purchase books, uniforms, and stationery from designated vendors. The objective is to ensure transparency, offer parents a choice, and minimize the financial burden on families.

Key Directives from the Delhi Government

1. Transparency in Book Lists: Private schools must publicly display their lists of prescribed books, educational materials, and uniforms on school notice boards, premises, and official websites. The list should also include multiple vendors, ensuring parents are not coerced into purchasing from a single source.

2. No Mandatory Purchases from Specific Vendors: The guidelines explicitly prohibit schools from forcing parents to buy from specific shops or organizations. Violations will result in strict legal action under the Delhi School Education Act and Rules (DSEA&R), 1973.

3. Uniform Design Stability: To prevent unnecessary expenses, schools cannot frequently change uniform designs, colors, or specifications. Uniform patterns must remain unchanged for at least three years, providing financial relief to parents.

4. Regulation of Study Materials: Schools are mandated to follow CBSE, ICSE, or State Board guidelines for textbooks. Additional study materials beyond the approved curriculum are discouraged to prevent further financial strain.

Empowering Parents Through Accountability

Parents can report violations using the newly launched helpline (9818154069). The Nodal Officer will ensure prompt intervention and initiate strict action against errant schools. This measure is intended to create a transparent and fair environment for all stakeholders.

Minister’s Statement

State Education Minister Ashish Sood emphasized that these steps are necessary to end the exploitation of parents by schools. “No school will be allowed to misuse its authority by monopolizing school supplies. Parents deserve the freedom to make choices without undue pressure,” he stated.
