The government has issued comprehensive guidelines on the observance of India’s National Song, Vande Mataram, clarifying how and when it must be performed at official events. The Union Home Ministry has directed that whenever the National Song and the National Anthem are presented together, all six stanzas of the official version of Vande Mataram must be rendered first.

According to the notification, the complete six-stanza version is to be sung or played during key state occasions. These include the arrival and departure of the President and Governors at formal State functions, Civil Investiture ceremonies, the unfurling of the National Flag, and other government-organised events of national importance.

The Ministry has also specified that the National Song should be played immediately before and after the President addresses the Nation via All India Radio-Akashvani and Television. Additionally, it must be rendered when the National Flag is brought on parade, reinforcing its ceremonial stature within official proceedings.

Conduct and Ceremonial Observance

Beyond prescribing occasions for performance, the guidelines also outline expected conduct. The Ministry stated that all individuals present at assemblies where the National Song is performed must stand in an attention posture, underscoring the song’s dignity and symbolic value.

The clarification aims to standardise protocol across institutions and public events, ensuring uniform observance of Vande Mataram during state ceremonies. By detailing the sequence of performance alongside the National Anthem and specifying formal occasions, the government seeks to eliminate ambiguity and reinforce decorum in national functions.

The directive situates the National Song firmly within the framework of official ceremonial practice, aligning its performance with established traditions governing other national symbols. Through these measures, authorities intend to maintain consistency, respect and solemnity during events that mark constitutional offices and national milestones.
