A government resolution issued on October 31 outlines this decision, emphasizing the state’s focus on generating district-level employment opportunities.

Transparent and Fair Recruitment Process
To ensure recruitment transparency, the government has mandated that all future hiring in DCCBs be conducted exclusively through the Institute of Banking Personnel Selection (IBPS), TCS-iON, or the Maharashtra Knowledge Corporation Ltd (MKCL). These agencies are recognized for their robust online recruitment systems, which will help eliminate irregularities and favoritism in the selection process.
Importantly, this directive also applies to cooperative banks that had already advertised vacancies before the order was issued. The recruitment process must now align with the new online system to maintain uniform standards of fairness and accountability.
Dissolution of Previous Recruitment Agencies
The decision follows complaints against certain agencies previously authorized by the Commissioner and Registrar of Cooperative Societies, Pune, for conducting recruitment drives. In response, the state government has dissolved the existing panel of seven authorized agencies. From now on, DCCBs must work only with one of the three approved institutions, and subcontracting recruitment activities to other organizations will not be permitted.
Promoting Local Employment and Economic Growth
Under the new policy, 70% of vacancies will be reserved for candidates domiciled in the respective district, while the remaining 30% can be filled by applicants from other districts. However, if suitable candidates from outside are unavailable, local candidates can also fill those positions.
