Union Minister Ashwini Vaishnaw has announced Indian Railways’ commitment to providing inclusive and comfortable travel experiences. Responding in Lok Sabha, Vaishnaw highlighted the ongoing measures to allocate lower berths for senior citizens, female passengers aged 45 years and above, and pregnant women.

Passengers are automatically allotted lower berths, subject to availability, even without explicitly selecting the option during booking.
Dedicated Quotas for Lower Berths
To cater to the needs of senior citizens and specially-abled passengers, the following quotas have been established:
- Sleeper Class: Six to seven lower berths per coach
- 3AC (Air Conditioned 3 Tier): Four to five lower berths per coach
- 2AC (Air Conditioned 2 Tier): Three to four lower berths per coach
These quotas are applied depending on the number of coaches on the train.
Special Provisions for Persons with Disabilities
Indian Railways ensures four reserved berths in Sleeper Class, including two lower berths. Similarly, four lower berths in 3AC/3E and four seats in Reserved Second Sitting (2S) or Air-Conditioned Chair Car (CC) are available for persons with disabilities. This provision is applicable on all mail, express, and premium trains like Rajdhani and Shatabdi, whether passengers avail concessions or not.
Onboard Adjustment for Convenience
In the case of vacant lower berths during the journey, preference is given to senior citizens, specially-abled passengers, and pregnant women who may have initially been assigned middle or upper berths. This ensures their comfort and convenience while traveling.

Passengers are encouraged to utilize these enhanced facilities for safer and more comfortable journeys.
