The Bangalore Development Authority (BDA) has announced a large-scale infrastructure and housing development project in Bengaluru, aiming to fulfil the aspirations of thousands seeking homes in the city. The Karnataka government has approved the acquisition of 6,217 acres across 22 villages in South Bengaluru, including BM Kaval, Kaggalipura, Hulimangala, and Hullahalli. The plan involves creating six new residential layouts and constructing a 10-lane road. These developments will be strategically located near the Peripheral Ring Road (PRR) and the proposed Bangalore Business Corridor-2, which will connect Hosur Road and Mysore Road. Positioned parallel to Nice Road, the project is expected to improve connectivity and ease traffic congestion.

BDA’s Mega Housing Plan Faces Backlash Over Land Acquisition and Compensation

Despite its promise, the initiative faces strong resistance from local farmers and landowners, many alleging that the land is being taken without fair compensation. This marks the fourth-largest land acquisition by the BDA, following earlier projects such as 1,500 acres in Sarjapur for a tech park, 1,500 acres for Queen City near Doddaballapur and Dabaspet, and 9,000 acres for the Bidadi Township. The government has directed the BDA to proceed with preliminary notifications under Section 17(1) of the BDA Act.

Authorities argue the project is vital for managing Bengaluru’s rapid growth, reducing traffic congestion, and providing affordable, well-connected housing. Compensation will follow the 40:60 model under the BDA Act, 1976, granting affected landowners 40% of developed plots. However, critics point out that this is less generous than packages offered by agencies like the National Highways Authority of India (NHAI) and the Karnataka Industrial Development Board (KIADB). Concerns persist due to unresolved disputes in previous projects such as Shivaram Karanth Layout, where compensation is still pending.

The BDA also plans to expand Shivaram Karanth and Kempegowda layouts by an additional 3,000 acres. BDA Commissioner Manivannan P confirmed that the proposal for six new layouts is under review, with more details to follow after board approval. While the project promises significant infrastructure growth, land acquisition and compensation issues remain contentious.
