Indian Railways To Launch Double Decker Trains: Passengers On Top, Cargo Below

In a bid to diversify its freight revenue and compete with road transport, Indian Railways is developing double-decker trains designed to transport both freight and passengers. A senior government official revealed that the lower deck will handle freight, such as parcels and e-commerce shipments, while passengers will be seated on the upper deck.

  • Project Overview:
    • The concept was approved following a review by Prime Minister Narendra Modi and aligns with Indian Railways’ strategy to capture time-sensitive parcel and small cargo markets.
    • The Rail Coach Factory in Kapurthala is leading the development of these trains.
  • Prototype Details:
    • Each coach costs approximately ₹4 crore.
    • Ten prototype coaches have been built, and a complete rake is being assembled for deployment on select routes.
  • Revenue Goals:
    • Indian Railways aims to increase its share of miscellaneous goods, which accounted for ₹13,227 crore in 2023-24, despite a 6.8% shortfall from budget estimates.
    • The initiative supports the goal of transporting 3,000 million tonnes of cargo by 2030.

Collaboration with India Post and E-Commerce

Indian Railways is considering partnerships with India Post to enhance courier and e-commerce shipment capabilities. By targeting small cargo currently reliant on road transport, the ministry seeks to expand its market share in parcel logistics.


Challenges and Concerns

Experts have raised logistical concerns, particularly regarding the timely unloading of parcels. Delays in unloading cargo could affect passenger train punctuality. Additionally, achieving the ministry’s ambitious freight targets will require a 10% annual growth rate through 2030.


Future Outlook

The innovative freight-cum-passenger trains mark Indian Railways’ first foray into cargo liners. With prototypes nearing deployment and strategic collaborations under consideration, the project is poised to redefine rail freight logistics while contributing to India’s broader transportation goals.
