Indian Railways allows passengers to carry a fixed amount of luggage free of cost, depending on the class of travel. This free allowance is meant for personal belongings that can be safely stored under seats or on luggage racks.

Higher classes are permitted to carry more luggage, while lower classes have stricter limits. Once a passenger exceeds this allowance, the extra weight is treated as chargeable luggage.

What Happens If You Don’t Declare Extra Luggage?

Passengers carrying excess luggage without declaration risk being fined. Railways can levy penalties that are multiple times higher than normal charges, especially if the luggage is bulky or blocks passenger movement.

In such cases, passengers may also be asked to move excess items to a luggage or parcel van, which involves separate booking and handling.

Why Railways Are Enforcing These Charges

Railway officials say stricter enforcement helps improve safety, onboard comfort, and fair usage of space. Unchecked luggage creates congestion, delays, and inconvenience for fellow travellers.

With clearer baggage rules now being emphasised, passengers are advised to travel informed and plan their luggage accordingly to avoid last-minute trouble.
