The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has unveiled a transformative green energy initiative — the Swayampurna Maharashtra Residential Rooftop (SMART) Scheme — designed to make electricity free for the state’s poorest citizens for the next 25 years.

The scheme aims to empower Below Poverty Line (BPL) and Economically Weaker Section (EWS) households through sustainable solar energy, while also helping Maharashtra reduce its dependence on fossil fuels and move toward cleaner power generation.
How the SMART Scheme Works
Under the initiative, 1-kilowatt rooftop solar systems will be installed at eligible households. Each system can generate around 120 units of power per month, which is sufficient to meet the electricity needs of families consuming less than 100 units.
Any surplus electricity produced can be sold back to MSEDCL, enabling families to earn a modest income in addition to enjoying free energy. The project will be rolled out on a first-come, first-served basis.
Financial Structure and Subsidy Support
The SMART scheme is backed by a total allocation of ₹655 crore, targeting 5 lakh households—including 1.54 lakh BPL and 3.45 lakh EWS families.
Beneficiaries are eligible for combined subsidies from both the Central and State Governments, significantly reducing their financial contribution:
- BPL Consumers: ₹30,000 (Central) + ₹17,500 (State) = ₹47,500 subsidy
- EWS Consumers (<100 units/month): ₹30,000 (Central) + ₹10,000 (State) = ₹40,000 subsidy
- SC/ST Consumers: ₹30,000 (Central) + ₹15,000 (State) = ₹45,000 subsidy
With these benefits, beneficiaries will pay only a minimal remaining amount for a 25-year supply of clean, free electricity.

According to MSEDCL Chairman and Managing Director Lokesh Chandra, the SMART scheme is not just about affordability—it is about energy self-reliance.
“This initiative will ensure that even the poorest households can access clean energy, reduce their electricity bills, and contribute to a sustainable future,” he said.
The scheme complements the Pradhan Mantri Suryaghar Free Electricity Scheme, creating a unified approach to solar adoption across India.
