From November 1, commercial goods vehicles that do not meet BS-VI emission norms will be barred from entering Delhi, according to a public notice from the Delhi Transport Department.
This restriction applies only to vehicles registered outside Delhi, while those registered within the city and compliant with BS-VI standards will continue to operate freely.

The new rule aligns with the CAQM’s directive to tackle Delhi’s persistent air pollution crisis, particularly in the winter months when smog levels rise sharply.
BS-VI Norms and Transition Period
BS-VI (Bharat Stage-VI) norms represent the latest emission standards in India, mandating significant reductions in nitrogen oxide and particulate matter emissions from diesel vehicles.
As a temporary relaxation, BS-IV diesel commercial vehicles from outside Delhi will be permitted entry till October 31, 2026. This two-year window is meant to help transporters transition their fleets to cleaner BS-VI models.
Vehicles running on CNG, LNG, or electricity will face no entry restrictions, encouraging the use of greener alternatives.
GRAP Restrictions and Enforcement
The Graded Response Action Plan (GRAP) will continue to apply in Delhi based on air quality levels. Under severe pollution conditions, additional restrictions on goods vehicles may be enforced to limit emissions and traffic congestion.
To ensure compliance, the Transport Department is expected to conduct strict border checks and use automated monitoring systems to identify violators.
Transporters’ Response
Industry representatives, including Bhim Wadhawa of the All India Motor Transport Congress, acknowledged that they have a year to adapt, while Rajendra Kapoor of the All India Motor and Goods Transport Association indicated plans to seek legal relief from the Supreme Court for an extended relaxation period beyond 2026.
