Canada issued 714 invitations for permanent residency on November 10, 2025, through Express Entry draw number 377 under the Provincial Nominee Program.

The lowest-ranked candidate invited in this draw had a CRS score of 738.

Canada Issues 714 PR Invitations in Latest Express Entry PNP Draw, With Cut-Off CRS at 738

The draw took place on November 10, 2025 at 15:23:48 UTC, and the tie-breaking rule date was February 22, 2025 at 2:12:01 UTC.

Candidates needed a rank of at least 714 and a minimum CRS score of 738 to receive an invitation.

When multiple candidates share the same lowest score, the cut-off is determined by the date and time they submitted their Express Entry profiles.

The previous PNP draw was held on October 27, issuing 302 invitations with a lowest CRS score of 761.

Canada uses the Comprehensive Ranking System (CRS) to evaluate applicants based on age, education, work experience, and language ability, adjusting score thresholds for each draw.

On March 25, 2025, Canada removed “job offer points” from the CRS for most candidates already in or entering the Express Entry pool.

This change does not affect candidates in Major Group 00 of the National Occupation Classification, who previously received 200 points, or those in other skilled occupations who received 50 points.

Candidates with job offers in their profiles lost the CRS points they had earned from those offers after March 25, 2025.

Candidates can no longer earn extra CRS points for job offers after that date unless they fall under the exempted NOC groups.

Express Entry manages applications for skilled immigrants under programs such as the Federal Skilled Worker Program, Canadian Experience Class, Federal Skilled Trades Program, and Provincial Nominee Program.

Provincial Nominee Program Offers Pathway to Permanent Residency for Foreign Applicants

Foreigners seeking to live in Canada can pursue permanent residency through the Provincial Nominee Program, which allows them to reside and work in a specific province or territory.

A permanent resident is someone granted PR status through immigration but who is not a Canadian citizen.

To obtain PR through a PNP, applicants must check eligibility, complete the application, submit it to the province or territory, and secure a Provincial Nomination certificate before moving to the next stage.

PNPs are designed for candidates with the skills, education, and work experience needed to contribute to a province or territory’s economy and settle there permanently.

Each province and territory runs its own immigration streams targeting groups such as students, entrepreneurs, skilled workers, and semi-skilled workers.

PNPs select candidates based on factors like having a job offer in the province, working in an in-demand occupation, prior provincial work or study experience, or the financial ability to start a business.

As of November 9, 2025, the CRS score distribution in the pool included 245,706 total candidates across all score ranges.

The distribution included 696 candidates scoring 601–1200, 26,414 scoring 501–600, and 70,175 scoring 451–500.

Within the 451–500 range, 12,236 were in 491–500, 12,315 in 481–490, 15,042 in 471–480, 15,830 in 461–470, and 14,752 in 451–460.

There were 68,939 candidates scoring 401–450, including 13,980 in 441–450, 14,320 in 431–440, 12,876 in 421–430, 13,714 in 411–420, and 14,049 in 401–410.

Additional ranges included 52,360 candidates scoring 351–400, 19,104 scoring 301–350, and 8,018 scoring 0–300.
