India has introduced a new framework to speed up asset monetisation of state-run telecom companies: BSNL, MTNL, and ITI.

Under this framework, government departments and organisations can acquire telecom assets directly, bypassing the traditional auction route.

The transfer mechanism was approved by a Committee of Secretaries led by the Cabinet Secretary.

Asset valuation will follow a tiered structure:

For assets below ₹10 crore, pricing will be set by BSNL, MTNL, or ITI.

For assets above ₹10 crore, the Central Public Works Department (CPWD) will determine the value.

For assets exceeding ₹100 crore, valuation will be handled by the National Land Monetisation Corporation (NLMC).

Central Government organisations must submit an expression of interest and a 2% earnest money deposit to participate in the asset acquisition.

These organisations are granted a 90-day Right of First Refusal from the date the asset is listed on the designated government portal.

If no government body expresses interest within 90 days, the assets may be opened up to non-government buyers.

Following the announcement, MTNL’s stock rose 7% to ₹52 as of 2:51 pm on July 14.

BSNL has officially launched its Quantum 5G (Q-5G) service in Hyderabad, marking a bold entry into the high-speed internet race and taking on private telcos like Jio and Airtel. The rollout offers 100Mbps speeds at Rs 999, while a premium plan at Rs 1,499 provides 300Mbps. Unlike traditional connections, no SIM card or wiring is required.

BSNL has installed nearly 100,000 4G towers in the last year, with around 70,000 currently active, according to Minister of State for Communications Pemmasani Chandrasekhar.

The minister stated that better tower performance, customer growth, spending control, and overall efficiency have contributed to BSNL’s Rs 250 crore profit.
