Delhi’s Lieutenant Governor, V K Saxena, has given the go-ahead to a comprehensive plan designed to regulate and license delivery service providers and aggregators offering passenger transport services in the national capital, according to statements from officials on Friday.

Delhi Lt. Governor Approves Plan of Regulation of Transport Aggregators and Delivery Providers

The approved scheme not only grants permission for the operation of bike taxis but also imposes the requirement that transport aggregators incorporate electric two-wheelers into their fleet for passenger services. 

As stated by an official spokesperson,, “The file pertaining to the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme 2023 has been approved. The policy is likely to be notified soon”

This scheme, which received the Delhi government’s clearance on October 18, underwent scrutiny by the Lieutenant Governor before gaining approval. Delhi’s Chief Minister, Arvind Kejriwal, emphasized that this scheme represents a significant milestone in the city’s ongoing battle against pollution. 

The primary objective of the scheme is to bring aggregator platforms under the purview of the government, ensuring a regulated environment that prioritizes the safety of both passengers and customers.

Scheme Introduces Mandate For Commercial Vehicle Fleets To Go Electric

Furthermore, the scheme introduces a mandate for commercial vehicle fleets to undergo a phased conversion to electric mobility. This strategic move aims to address the issue of air pollution and contribute to the enhancement of green mobility solutions in the city. 

By necessitating the adoption of electric two-wheelers for passenger services, the scheme aligns with broader environmental goals, promoting sustainable transportation practices and reducing the carbon footprint associated with traditional fuel-powered vehicles.

The impending official notification of this policy signals a commitment from the Delhi administration to foster a safer, more environmentally friendly transportation ecosystem while simultaneously ensuring the orderly operation of delivery services and passenger transport aggregators in the bustling metropolis.
