The government has passed the Promotion and Regulation of Online Gaming Bill, 2025, banning all forms of real-money gaming while promoting e-sports and social gaming. Official estimates suggest that 45 crore Indians lose nearly ₹20,000 crore annually through such platforms, which the government calls a “major problem for society.”

Strict Penalties for Violators
Under the bill, operators of real-money gaming platforms face up to three years in jail or fines up to ₹1 crore. Advertising violations could attract two years of imprisonment and/or fines up to ₹50 lakh. Notably, players themselves will not face punishment—the crackdown targets platform providers, facilitators, and advertisers.
Boost for E-Sports and Social Gaming
The bill carves out a supportive framework for e-sports and online social gaming, which constitute two-thirds of the industry. The government will set up schemes, budgets, and an authority to promote these sectors, aiming to create jobs and expand the legitimate gaming ecosystem.
Industry Resistance vs Govt Push
Gaming firms had opposed the ban, claiming it would hurt innovation and revenues. However, the government noted repeated bypassing of GST rules and earlier regulatory proposals, as well as rising complaints from the public. Lawmakers across party lines flagged the addictive and harmful effects of money gaming, prompting decisive action.
