Set Up Charging Stations Without Licence

The guidelines permit any individual/entity to set up public charging stations without needing a licence.

The condition is that such stations will have to meet technical, safety and performance standards and protocols laid down under the guidelines.

A list of compliance requirements has been outlined which includes norms for “appropriate” infrastructure for civil, electricity and safety requirements.

Revenue Sharing Arrangement

A revenue-sharing model has been constituted to make a charging station financially viable in the period of growth of EVs.

Land available with the Government/Public entities will be provided for installing Public Charging Stations to a Government/Public entity on a revenue-sharing basis.

A fixed rate of Rs 1/kWh (used for charging) has to be paid to the Land-Owning Agency on a quarterly basis.

The arrangement will be applicable for a period of 10 years.

Timeline

The Charging Stations will be provided connection within 7 days in metros, 15 days in other municipal areas and 30 days in rural areas.

The state government will set the ceiling of service charges to be charged by such stations.

The EV Public Charging Infrastructure will be rolled out in a phased manner.

Phase I 

The first phase is for the duration of 1-3 years.

Existing expressways and important highways connected to cities with a population of 4 million-plus will be covered.

Phase II

The phase duration is 3-5 years in which major cities such as State Capitals, UT headquarters will be covered along with important highways connected to them.
