As confirmed by newest reports, Western Railways will probably be allowing second-class and first-class ticket holders to commute by AC trains.
Apparently, the AC services on Central Railways and Western Railways are not receiving a great deal of responses and are running almost empty.

Western Railways To Allow Second And First Class Ticket Holders to Commute by AC Trains
Western Railways will now be considering allowing second-class and first-class ticket holders to commute by AC trains. All they need to do is pay the difference in the fares.
As per Western Railway’s general manager Alok Kansal, “We may consider allowing passengers of other classes to travel by air-conditioned local trains by paying the difference [in fare].”
This will be collected by ticket examiners deployed on AC trains to penalise unauthorised travelers. Also, ticket examiners will have powers to charge extra fare from those travelling a longer distance than allowed to or get upgraded to a higher class.
As per reports, the railway board will probably revise fares for single journey tickets on air-conditioned local trains to attract ridership as most of the trips do not have sufficient passengers. This particularly includes non-peak hour, which have very few commuters.
How Will The Fares Be?
The new fares will reportedly be based on the tariff structure that is prepared by the Mumbai Metropolitan Region Development Authority for the Metro corridors. However, a senior railway official has revealed that fares for season tickets will not be changed as authorities feel they are highly subsidised.

The announcement was made after CCRS Inspection and Commissioning of electrification of Kota, Chittaurgarh railway section (Srinagar – Jalindri) in the state of Rajasthan, West Central Railways, by On 30 March 2021.
With this latest development, now the zonal railway boasts a 3012 Route Km electrified network.
The Western Railway Zone has recently decided to temporarily add additional carriages to 14 pairs of trains.
These trains with extra coaches would be operated during the months of October, November, and December, according to a statement released by the zonal railroads. Also on the occasion of the upcoming festival season, the railways have chosen to conduct a number of special trains.
