On Thursday, the government of Maharashtra announced a five-level unlocking plan in which the reopening process will begin in the state.
The order for the same is yet to be issued and the The extent of unlocking will vary from district to district which in turn shall range from a level 1 to level 5, with level 1 being the one which allows maximum relaxations. Officials said that, taking into account the Covid-19 positivity rate as well as the medical infrastructure of the districts, the five-level unlocking plan has been prepared. While the district of Thane, like 18 other districts, falls in the level one, the city of Mumbai is in level two.
These 18 districts are likely to see a complete unlocking from June 4.
Maharashtra minister Vijay Wadettiwar said that on the basis of positivity rate and status of occupancy of oxygen beds in the districts, a 5-level unlock plan has been prepared.
Currently, the proposal to categorise the districts and cities based on positivity rate and occupancy rate of oxygen beds is being considered, as per the clarifications of the Maharashtra government.
While the districts can move up and down based on their Covid-19 numbers, the lists of the districts falling under these five levels will be reviewed every week for further amendment.
Level 1 districts
These districts shall see the unlocking of almost all with restaurants, malls, shops and public places reopening. Offices, gyms in these districts shall also be allowed to resume operations.

- Chandrapur
- Dhule
- Gadchiroli
- Gondia
- Jalgaon
- Jalna
- Latur
- Nagpur
- Nanded
- Nashik
- Yavatmal
- Washim
- Wardha
- Parbhani
- Thane
Level 2 districts
Partial reopening of gyms, salons, beauty parlours with 50 per cent occupancy shall be undertaken, however, Section 144 will remain imposed in districts falling under level 2.
However, no lifting of restrictions shall be seen in districts falling under level 3, 4 and 5.
During the peak of the second wave of the pandemic, in the month of April lockdown-like restrictions across Maharashtra were imposed.
In the past weeks, the districts worst-affected in both the first and the second wave of the pandemic have become stable in the past few weeks due to the restrictions.
Thane, for example, recorded 568 new cases on Wednesday, taking the total number of infections to 5,18,831. Mumbai on Wednesday reported that there were less than 1,000 new Covid-19 infections, and the daily number of Maharashtra dropped to about 15,000.
