On Monday, President Donald Trump barred federal agencies from dismissing U.S. citizens or green card holders and instead of utilizing the foreign workers and further displayed his displeasure to a major state enterprise for having done so.
Why Would This Happen?
As per the reports, US President Donald Trump who is facing elections for his second term in November signed an executive order which basically means to ban technology workers on H-1B visas from replacing American citizens in federal government contracts.
It is said that the order will ensure that Federal agencies prioritize hiring American workers over the people with an H-1B visa.
Basically the executive order increases the scrutiny of federal contractors who uses H-1B visas to bring in temporary foreign labor for high-skilled jobs instead of relying on American workers.
What Does Trump Said?
Donald Trump said, “We believe jobs must be offered to American workers first,” in a statement.
Under this order, all federal agencies will have to carry out an internal audit to assess if they are in compliance with the requirement of appointing only US citizens and nationals to competitive service.
Apart from this, the Department of Labor will also provide complete guidance in preventing H-1B employers from moving H-1B workers to other employer’s job sites to displace American workers.
The executive order to ban workers on H-1B visas was prompted by the federally-owned Tennessee Valley Authority’s (TVA) June announcement where they informed to outsource 20 percent of its technology jobs to companies based in foreign countries which will result in losing jobs for over 200 American workers in the next five years.
According to the Bloomberg analysis, the Department of Labor data showed that over 2,000 H-1B visa holders were employed by federal agencies in the first nine months of fiscal 2019.
Apart from this, the executive order said that outsourcing IT jobs that involves handling sensitive information would also pose a national risk to intellectual property theft.
According to this order, “Outsourcing hundreds of workers is especially detrimental in the middle of a pandemic, which has already cost millions of Americans their jobs,”.
In this regard, the Trump administration has taken several steps in the last few months in protecting American jobs by suspending the H-1B, L-1 and J-1 visas till the end of the year.
In June, Donald Trump suspended H-1B and L-1 visas that were used by technology workers till December stating that it would help in providing local jobs amidst the economic crisis due to the coronavirus pandemic.
