Aadhaar Card Bill Back

Effective July 31st, every citizen filing Income Tax returns will be required to have Aadhaar Card linked with their PAN Card. But as of now, only 1.08 crore Indians have linked their PAN Cards with Aadhaar Cards, and the numbers are dismal.

There are 112 crore Aadhaar card holders and 25 crore PAN Card holders. This means less than 1% of Aadhaar Cards and less than 4% of PAN Card holders have linked these two.

After the new Finance Bill was passed last week, Aadhaar has been made mandatory for filing Income Tax, and for that, PAN has to be linked with Aadhaar Card.

Issues While Linking PAN With Aadhaar

Last week, several reports emerged, highlighting the issues faced by people while linking their Aadhaar cards with PAN accounts. And the main issue arose due to name mismatch, and even inclusion of special characters in the names.

For instance, women, who have changed their names after marriage, and have different names in Aadhaar and PAN cards are not able to link them. Then, in case a person had initials before their name in PAN Card, and if the initials have been expanded in their Aadhaar card, then the interlinking becomes hard.

Or say if the name has special characters like D’Silva, because Aadhaar database doesn’t accept special characters, but PAN Card does.

Use ID Scan, OTP To Link Aadhaar With PAN

After lots of complaints emerged, Govt. of India has now made alternative provisions to link Aadhaar With PAN Card.

As per the new directives, if name mismatch is preventing the linking, then citizens can now upload a scanned copy of their PAN Card at the Income Tax portal to link Aadhaar card.

And, a unique OTP based method has also been launched, wherein the year of the birth will be authenticated by the user at the portal.

An official said, “In case the taxpayer is unable to link PAN with Aadhaar because of discrepancy in name, we are advising them to log into the Aadhaar website, request for a name change and upload a scanned copy of PAN card as supported proof. This is the simplest way to update name in Aadhaar and only the registered mobile number has to be functional,”

Explaining the OTP method, the official said, “We are also contemplating that when taxpayers with name discrepancy logs into the e-filing website for linkage, we will send OTP to the Aadhaar registered mobile number. The taxpayer can link PAN using the OTP. While generating the OTP, we will just check if the year of birth of the taxpayer in PAN card matches with the year given in the Aadhaar document..”

How to Link PAN Card with Aadhaar Card:

  1. First, register yourself with Income Tax department’s e-filing portal by entering your details on the website.
  2. If you are an already registered user, log in to e-filing portal by using your PAN as User ID, date of birth and password.
  3. A pop-up window will appear asking to link PAN card with your Aadhaar card.
  4. Enter your Aadhaar number; enter the ‘captcha’ code and click on ‘link now’.
  5. If you have decided to link Aadhaar with PAN later click on ‘later’ button.
  6. Now, in case after logging, there appears no popup window, then go to profile Setting and click on ‘link Aadhaar’.
  7. Simply enter your Aadhaar number, enter captcha code and click on ‘link Aadhaar’.
  8. Once the system matches your name, date of birth and gender with PAN card and Aadhaar database, you will receive the message “Aadhaar – PAN linking is completed successfully.”

    I also have issue in linking Aadhar number with PAN/ PF/ bank account as there is initial in Aadhar and in PAN /PF/bank account the Initial is in expanded form . Tried multiple options to link the aadhar but not successful getting the name mismatch. Govt should understand the problem faced by the innocent citizens and follow uniform rule/ format for collecting and updating details for all the Govt IDs. If initial in name is accepted for Aadhar card it should be acceptable for PAN card and other Govt IDs. All affected people should raise the issue so that the authorities make the required corrections/ solutions.

    My wife’s date of birth in aadhar is 1970 and in pan it is 21.06.1974 which is correct. Perhaps due to this i am unable to link pan with aadhar. name is correct in both cards.
    My wife got her pan only last month i.e. july 2017 and she does not file return as she is a house wife.
    What to do to link ?

    I’m facing a weird problem while linking PAN to my adhar. IT dept is saying that there is a biometric mismatch. I have visited adhar enrollment centre and updated my biometric data. I have confirmed that the biometric update was successful from Adhar helpline. But still I’m facing adhar pan link failure again and again. Can someone please help me in this regard?

    Reasons given:
    1. Name, DoB or Gender mismatch in PAN v/s Aadhar database.

    I am facing a different issue. When i tried to link my Aadhar number with PAN, i get message that my Aadhar is not active and i need to visit Aadhar center to give my biometric once again. I have issued my Aadhar four years ago. If i go to adhar centre it may take even more than a month the way Aadhar centre works.

    Adhar centre in Indira nagar Bangalore issues token o a particular day of the month for entire month. i have to first get a token (incase missed in the particular month, i have to wait for another month). than go the the aadhar cenrer on the designated day and spent almost full day.
    My daughter Adhar has the same issue as of mine. To get Aadhar biometric corrected me and my daughter has to take two days off from office and school. this is a huge cost.
    They issue one token to one person, so my daughter (Minor) has to be in queue for hours.

      In my experience, having “Kumar M” in Aadhaar and “Kumar Marimuthu” in PAN doesn’t give any issue with linking.
      First check what is your “First Name” and “Last Name” in PAN (using e-filing website).
      Only if the last name is missing in Aadhaar or if the firstname/last name gets jumbled in PAN(resulting in Marimuthu Kumar as complete name) will cause issue.

    The initials and name in PAN and aadhaar were reversed. I changed it in Aadhaar as per PAN on 13-06-2017 through e-Akshaya. Till now I can’t link PAN with Aadhar.

    I have gone through the steps for linking my Aadhar number to my PAN number, but every time it fails saying Name ,gender and DOB mismatch. Can you please let me know whether this Linking can be done at any AADHAR Kendra, where I can link after my Biometric verification done there it self.
    I want to try your first procedure by uploading the PAN card scan copy to Income Tax Portal for linking to aadhar, but am not able to get the exact URL for income Tax portal where I can upload scan copy of my PAN card.

    A pop up today on the incometaxindia portal states that if there is an Aadhaar PAN mismatch, the tax payer can personally visit NSDL or UTI centres for biometric authentication.

    It also says that the Aadhaar no. when quoted in the IT return, will get ‘seeded’ with the PAN no. Presumably this will now solve the problem that many of us with mismatch issues are facing.

    This has become a horrible nightmare.
    Despite so many attempts, and having updated the full DOB at Aadhaar, I am still unable to link the Aadhaar with PAN.
    I have quoted my Aadhaar no. in my ITR.

    The Income Tax dept. should themselves link the Aadhaar no. given by the Assessee in the ITR with that person’s PAN. This will save a lot of stress and time for people like me who are as yet unable to link the two.

    I am not able to link my PAN with ADHAAR as it shows name mismatch, actually in IT DATA BASE THEY HAVE THE EXPANSION of my initial as my surname but in adhhar it is just initial PM, but when I tried to correct my name in PAN data base, the website shows that “Two charectars Initails in Applicant’s Last Name are not allowed other than Master sheets Intials”. this is the comment coming and i am shocked to see that there are spelling mistakes in this response also. it will be another misery to the ordinary tax paying citizens like us as in the case of demonetization. my dear friends, We have to raise our voice against this kind of unplanned decisions.

    I recently got Aadhar year of birth corrected to DOB in Aadhar card. Now there is difference in surname only (pre marriage in PAN and post marriage in Aadhar).     The Income Tax Department has not done their homework properly and has inconvenienced thousands. The spelling of my surname was incorrect in the PAN card which I got corrected some years back. I got a PAN card with corrected details but unfortunately the Master Database of Income Tax Department still shows the old spelling. This is now causing a mismatch while linking Aadhaar to PAN. The department claims that minor variations in name are permitted but it is untrue. My surname is spelled as AGARWAL in the IncomeTax database and as AGRAWAL in Aadhaar and the department website considers this to be completely different.

    I have tried to link a hundred times and Linking did not materialize. Though there are SMSs from IT dept that the procedure has been simplified, it is not so. Even a simple case as mine, has filed. There needs to be some Help centres to handle at least few such exceptions. Government is simply harassing the public from whom they are pocketing huge money through taxes. Customer approach is something our authorities have never heard of. Why cant the Dept undertake this painful work for the money we are paying.

    Income Tax should simply take the Aadhaar no. that the Assessee mentions in his/her ITR form and link it themselves to the Assessee’s PAN. Obviously only that one Aadhaar no. will be linked to the particular PAN. This will save a lot of people their time and wasted efforts!

      You can upload your PAN on the UIDAI data correction portal for DOB correction. Make sure that the uploaded copy is self attested. You will then get an sms/email once the correction is made in Aadhaar and you can download the eAadhaar card.

    My Pan card and Aadhar cad shows exactly the same name and DOB.
    Still I am not able to link both with IT dept.
    Reason: (This may be applicable for you also):
    While applying for Pan card initials are not permitted.
    But there is an option in the form to “abbreviations of above name as you would like it, to be printed on Pan card”. so i gave my name with initial there.
    So my Pan card shows : “vaXXXXXXXXX dWXXXX P” (note: “P” is initial).
    My Aadhaar card which accepts initials shows same name “vaXXXXXXXXX dWXXXX P”
    So Both names matched while scanned copy is sent as we believe.
    BUT IN PAN CARD DATA BASE MY NAME IS :”vaXXXXXXXXX dWXXXX ” (NO INITIAL…..)
    So I can’t link my card and there is no solution for this..
    It really breaks my head…

      I HAVE THE SAME PROBLEM. IN THE PAN DATA BASE MY NAME IS WRONGLY SPELT. WHEN I MADE APPLICATION FOR CORRECTION OF NAME, NSDL HAS CHANGED ONLY THE NAME PRINTED IN THE CARD WITHOUT CORRECTING THE MASTER DATA BASE. HENCE THERE IS PROBLEM IN LINKING. I AM UNABLE TO MIGRATE TO GST, FILE SERVICE TAX RETURNS AND LINK AADHAAR WITH PAN. ALL ARE REPORTING NAME MISMATCH. I AM AFRAID THAT I MAY NOT BE ABLE TO FILE EVEN THE INCOME TAX RETURN.

    I have a problem with linking aadhar with PAN in my IT log in page. I had recently got a spelling error corrected in my name. I got my corrected aadhar card printed through e-aadhar. When I attempt to link my aadhar in the IT site, after logging in , in the link aadhar place under the profiles, I keep getting the message ” authentication failure “. It says there is a mismatch between the PAN and Aadhar. I do not know what to do.

    Till now, nothing has been changed in the Income Tax India eFiling Portal. I could see lot of my friends unable to link PAN and Aadhaar Card.
    Till today (17-Apr-2017), Income Tax Portal does not any option to upload the PAN copy. Even the OTP based is not yet provided.
    No alternative methods are provided to the genuine Tax Payers. Even for uploading the mobile number or any change in the Aadhaar site, governement eSewa office is asking us to pay Rs.50, for which no bills or reasons given to us.

    After lots of complaints emerged, Govt. of India has now made alternative provisions to link Aadhaar With PAN Card.

    I am a senior citizen from south India and I am not able to link PAN card and Aadhar card due to mismatch in name. My PAN Database is showing full name (initial expanded ) as it is mandatory , PAN card is showing name with initial in capital letter and in aadhar card the name is with initial in small letter. I don’t have any supporting document showing full name. I don’t know how to resolve this issue. I am a salaried person paying income tax regularly and filing tax return every year. The IT experts of both agencies have to jointly work out a solution to this problem to help us to link these documents without changing from short name to full name ( accepting the short name also).

    If I upload the PAN card printed with short name (name with initial), aadhar website is not accepting it for correction from short name to full name in aadhar card. By uploading the PAN card the name correction in aadhar card is possible exactly as shown name in the PAN card. PAN data base is showing full name where as aadhar card is showing short name, thus it is not linking due to mismatch in names. The IT experts of both agencies have to work out a solution to facilitate the linking of both documents without changing / correcting the name and accepting short name also. It is not able to link both documents even the name is in capital letter in one document and small letter in other document. There is no uniform policy while issuing various cards.

    Could not see any link to upload scan copy to link aadhar and PAN.
    The linking tool in e-filing website does not even tell what is the parameter that did not match, and there is no further help/support info available there. Even when name and DOB matches, it does not seem to link. Not sure if that tool differentiates Upper case and lower case letters!! and cant parse the blank spaces.
    Could you please share the link where it asks for upload of documents?
    Even though Aadhaar numbers were provided in previous years IT returns, it is not linked by IT department??

    The above mentioned step is not possible because name printed on PAN card can have initials in name and can be same as Aadhar.
    But the Income tax portal is validating the name saved in PAN database which cannot contain initials in the name and will not match the name printed on Aadhar card.
