We have been reporting from time to time on this blog about how corruption is widespread (as if I had to tell you that :) in India and who are the people who take maximum bribes.
However, I was not able to actually provide any numbers on the extent of corruption in India. Finally after some research, we have some numbers for you that can quantitatively measure the extent of corruption.

What is the amount of bribes requested by people in India?
The above numbers clearly suggest that Bribery in India is at a grass root level with close 86% demands were done for $5000 or less (2,50,000 rupees or less, out which more than half were for $26 (Rs. 1300) or less.
Because, corruption takes place at such a grass root level, it is extremely difficult to contain it.
Having said that, 14 people out of 100 taking bribes are for amount more than $5000 (Rs. 2,50,000). Actually, if you look at the top officials are even more corrupt. I will tell you why I say that –
The number of big bosses is merely 1%-2% of all officials, yet according to the report 14% of bribes are of huge amounts, showing that big bosses are involved even more compared to low level officials who are taking bribes.
On a sidenote, China’s number is much higher with 24% of reported demands were for amounts between $5,001 and $50,000, 6% of reported demands were for amounts between $50,001 and $500,000, and 6% were
for amounts greater than $500,000. interesting…
- What is the nature of Bribe Demands in India?
No guesses here – if you want to get your work done, bribe em’ ! thats what is quite clear and in line with the notion we have.
More than half of all the bribes were paid to get the work in time !
77% of all reported bribe demands in India are related to the avoidance of
harm, including securing the timely delivery of a service – which is actually a right of a person (such as clearing customs or having a telephone line installed) and receiving payment for services already rendered
Only 12% of the bribe demands were for gaining a personal or business advantage (including exercising influence with or over another government official, receiving inappropriate favorable treatment or winning new business).
One thing for sure, we are now used to this corrupt system and take it in our stride as part & parcel. We do not want to go extra lengths and take the easy way out. But this easy way out is actually the roots of corruption in India.
Who demand bribe in India?
No guesses here !
Whooping 91% of reported bribe demands originate from government officials in India.
The greatest sources of bribe demands, were from national level Government officials (33%), the police (30%), state/provincial officials and employees (16%), and city officials (10%) respectively .
Do you know which of the two Indian ministries ask for bribe more than other? – They are Customs office (13%) and Taxation and Water (9%).
China fares slightly well when it comes to Government officials taking bribe (85%) – Another major difference is that India Police (30%) are far more corrupt than their Chinese counterparts (only 11%).
What is the frequency of Bribe Demands in India?
Nearly 90% indicated being solicited for a bribe between two and 20 times.
Overall 60% people reported bribe demands of 5 times or lower from the same individual. However, 9% asked for bribes more than 100 times.
Compared to China, it differs significantly with 73% people indicating that they had received multiple bribe requests. Almost 20% of those individuals reported receiving more than 100 bribe demands in China.
In what form was the bribe requested?

If in doubt, give cash, as 92% of all bribes are preferred to be “cash or cash equivalent,” The next best thing is a “gift,” (5%) including requests for company products, jewelry and similar items. Less common still, at approx. 1% each, were requests for hospitality or entertainment items; travel for other than business purposes; and other assistance, such as
help with a visa, medical care, or scholarships.
Surprisingly, there were no reports in India of demands for “additional business” or “sexual favors.” In China, those demands accounted for a combined total of 7% of reported bribe solicitations.
So, there you have it – How, what, who and why of Indian Corruption.

Bribing becomes compulsion for most of the people in India.As some want to save or protect their vested interest or in some cases people been suppressed by highly posted people such as police,local corporation authority.Most of the coruption will be found in police,hospital,corporation department.If one really interested to stop corruption must vigilant in these department.
The Art of Spending (Black Money)
As nearly every local municipal leaders, nearly every MLAs, MPs, Ministers and nearly all Government Officials of State and Central Government along with large industrialists have perfected the art of avoiding the money to land into treasury or government income account by all sorts of revenue and taxes, they all have perfected the art of converting government earnings into black money. They also have perfected the art of snatching income of farmers, labourers, workmen, employees and servants and converting the same into black money.
Since most of the senior political leaders, MPs, MLAs and all major & famous industrialists are holding most of the black money outside india, it is but natural that ruling government is avoiding to declare the details and avoiding to bring the black money inside india.
This article is for that situation when ultimately the government of India decides to bring the black money inside india.
Then the question will be how to avoid these perfect snatchers from again snatching the money kept in outside india bank accounts by way of secret accounts i.e. BLACK MONEY.
The government of india even having knowledge of the money, where it is kept and the procedure to bring the same into india is finding very very difficult to keep the corrupts hands off from this black money.

4) For funding of earth saving scheme, environment protection schemes, scientific projects, space research, atomic research, social schemes, funding poor nations for their social schemes, funding poor nations for their economic and academic growth, funding private projects like save a river, forest, sea from pollution or erosion. And while doing so earn handsome personal gain.

1) Importing low quality products, not necessary products, luxury products, fancy techknology, cosmetics and all sorts of luxury products and services

Any type of use of money in India by either government or by the actual money holder will ruin the entire indian economy. It will surely collapse the existing hard working indian structure and dooms day like situation may emerge.
One thing is for sure this money cannot be utilised until the indian government is purified, desciplined and corruption free and the money is cautiously used for every ordinary human be it poor or rich or backward or civilzed.
Since as on today entire government machinery is very much corrupt this is not the proper time to bring the entire funds inside india. Keep it outside till we develop into desciplined civilized society without corruption.
What will be method to utilize the money outside India?
Priority
No. 1 Repay all debt
1) Repay all the international loans and money borrowed from any nation or nations or IMF or world bank or UN repay all outside india debt.
2) Refund all the money which is taken as loan by every state from the central government.
3) Refund all the money to the investors who had investmented in government scheme like national savings scheme.
4) Refund every sort of debt which is taken by the state and central government from either industry society or public at large.
5) Priority no.2 Repay every pending bills of all works done
Priority no.2 sustatinable economic development investment.
1) Ask all those persons holding black money outisde india, not bring the money inside india but invest it abroad only. Invest in sustainable economic development projects.
Priority no.3 Form a bank (Establish a bank outside india)
Using the huge amount outside india, india can establish a bank which will commercially fund industrial projects and scheme. Only commercial, financial, industrial profit oriented lending and no sympathy, social lending.
This bank will not operate as any aid or social service agency but it will purely act as proft oriented bank.
What could be the option starting bringing the funds in india.
One must understand the ecological balance consept of mother nature and try to refund the nature what has been stolen from it. We and our many previous generations have stolen many trees from the mother nature and that has to refunded, returned to the mother nature. America is facing constant tornadoes and there is huge barren land not growing any try which are responsible for controling the speed flow of the wind. Soon india will face same kind of tornadoes as many jungles and trees have been cut down.
It is first and foremost priority to refund what has been stolen from mother nature. The trees. Plant many trees and conserve them. This is the first option of spending black money inside india. Tiny irrigation projects is the second necessary investment to stop soil erosion during monsoon.
Spend the money for :- Plantation of trees and conservation of those planted trees
Funding tiny irrigation projects inside india (which will lead to water conservation and increase the ground water levels)
Many government officers have perfected the art of diverting public money into their private pocket. The above two project be implemented in such a manner that every single rupee invested in the above project is utilised for the project only and not for anybody’s profit. If for nine years or more it is found that the above two schemes have been successfully implemented without single instance of corruption then only bring the money in railway lines and road transport like infrastructural development projects. When again for next nine years it is found that infrastructural development projects have been implemented without corruption then, bring the amount in water supply, water conservation, electricity projects. After yet another nine years invest the remaining amount in all branches of government functioning.
Ask them (all black money holders) not to invest money in
1) Education or education sector, let the education sector grow independent of
shadow of black money. Already many education institution have been secretly getting large amount of donations which are used in infrastructure and not in actual human resource development. Many pre-primary schools are charging more fees than any engineering or medical institutions, they don’t need any funding.
2) Any industry, as most of the current industries are the source of generation of black money, they will again generate black money only. All the industries have been the third biggest black money generating tool in india ecomony. By evading production, sales and all sorts of taxes, by not intimating the actual production, income from industrial outputs have been converted into black money.
3) Any infrastructural development as the same is resposibility of government and since the government had failed to perform many of its supervisory duty, inspection and control duties black money is gernerated. Many government contractor supply huge black money bribe to government official by over valuing the projects and add to their income. After agriculture, the government contractors are the biggest blakc money generating machines.
4) Any Real estate, since the poor have been already snatched from their possiblity of getting a home and if such black money comes in, every poor will go out, poor class would literary became slave of rich class for their accomodation, residence demand.
5) Agriculture – agriculture is the biggest sector from where the income of farmers have been regulary snatched away by the traders and stockists, it is the biggest sector where the black money is either generated or converted into white. All indian leaders holding crores of landed property evade tax by showing themselves and agriculturist or convert their black money as agriculture income on paper. Again bringing that black money as investment in that sector would disturb the economy only.
All and all, nothing in india except the environment, is requiring these funds. Any fund coming inside will certainly disturb the entire economy. All those persons who personally own the black money and hold the same shall be asked to declare the same and use it abroad only.
During all such major steps to be taken, it is very much necessary to stop future black money generation by restructuring the taxing procedures, levying and penalty formats.

Simplify the taxing structures Keep the same as nine percent of pure profit
Say in housing income from rented premises, after deducting every maintenace expenditure, what ever rent comes it would be nine percent of that rent.
No tax to agriculture income for the farmer upto 18 acres. When any one person holds more than 18 acres of lands in his single name, and his profit exceeds Rs.1,80,000/- Then 9 % for any amount beyond Rs.1,80,000/-. While calculating his profit, every seed, manuer, water charges, energy charges, labour charges, transportation charges are to be deducted.
For service tax :- Every individual employee have to directly pay the service tax to the government and the employee would not pay the same.
For Production Tax :- The Manuafacturer would be required to pay 9 % of service tax on the MRP of the product. He may sell the product at any rate to the dealer or supplier or stockist at a lower rate than M.R.P. but he has to pay 9 % of m.r.p of each product to the government as production tax. M.R.P. necessary for every product
For Sales Tax :- When a manufacturers gives a production tax on the M.R.P of the product he is not required to pay sales tax while selling that product. When the
Lastly:- Until a law is enacted to protect the law breakers who avoided taxes and generated black money outside india, no money holder would come forward to declare his money. Give them some incentive and protection of law to declare the money, then only law breakers would declare their funds.

Seeing and experiencing the instances of corruption in our country has killed the enthusiasm in so many clean people who find themselves helpless to fight out the deep rooted corruption, the kind of mental torture of Mr.Siva prasad in the Irrigation department appears to be due to his straight forwardness and exposing his own higher ups without any inhibitions. Happy to see such honest Officers but sad to know about their troubles faced by them in handling such crooked hand-in-glove’ bureaucracy and politicians. Even then I am arrested 21 times [ since questioned corruption and bribery and also demanded
recovery of more than 250000 million rupees into Government accounts ] I was produced in courts
only three times for the evil satisfaction of the gang of corrupt officials and anti social elements
who control entire Indian administration.
While I was as remand prisoner in Kadapa central jail, Rajempet sub
jail and Chanchalguda central jail in Andhra Pradesh [ India ] for more than three months , I
noticed many to many grave crimes committed by police in coordination
with jail authorities and brought to notice of all competent probing
authorities more than fifty times.
Including prostitution every felicity is being given to corporate
criminals in all jails , it is observed by my own eyes . Every
prisoner knows the fact since observed during his tenure in jails ,
but not dare enough to complain because of torture experienced by
police and jail authorities . Not only to corporate criminals , all
felicities are being arranged to any criminal who affords huge
payments of bribes. For every felicity the jail authorities fixed some
bribes [ it may differ a little from jail to jail ] . Some senior
prisoners inside the jails will handle the crimes as per instructions
of jail authorities. Top to bottom all most all the authorities are
just nothing but corrupt bastards.
If anybody happen to question any irregularities ,immediately some
wardens in duty who are just nothing but pimps will do every harm to
the complainants . Since complainants are in their control in prisons,
they can not do anything to resist the torture. Even passing over the message to their
relatives also , it is very difficult . On the name of security these
bastards used to torture the innocent prisoners only to terrorize the
inside atmosphere and also these scoundrels will pass some irrelevant
news to outside world. Getting common white paper also to complain the facts ,
it is very very difficulty to every prisoner in jails. I was not at
all provide any paper to put forward the facts to the competent
judges. Courts are also chaired by dirty corrupt bastards , they
never care the complaints in case if any body expresses too. Moreover
the corrupt judges try a lot to rub the opinions of jail authorities,
since through these jail authorities these scoundrels too are
enjoying bribes in the channel of some advocate rogues.
If any body or any agency comes forward to expose the facts I can
give you and assist you how to expose the pathetic situation of
organized crimes due the evil of corruption in Indian jails since I
experience more than three months .
It is very very easy to prove the grave irregularities amounts to not
only misappropriation of funds and how the jail authorities are
arranging every facility including brothels too can be proved . Jails
in India are became safety & dangerous spots to society and just
nothing but heaven to the anti social elements in India.
If any person happen to enter the jails as innocent accused in any
crimes , he can become such a grave criminal by the company of real
and habituated criminals who continuously enjoy the jails premises as
brothel units and centers of all evils . Such a way Indian jails
serve the society . If any one wants to loot public by entertaining
crimes , he will be given every guidance and coaching by jail
authorities by bluffing the judges and outward world including media
too.
Since I happen to questioned the corruption and bribery in AP
Irrigation department in the deliberate acts of top cadre officials
who are nothing but puppets like CVSK Sarma , Suthirtha Bhattacharya
and many other prl secretaries , I oppressed in jails for evil
satisfaction of many bastards who are looting the public funds in the
able guidance of dangerous lobby of AP Secretariat . Including some
loafer police , advocate rogues and many others in Govt machinery I
was under gone inhuman torture in punishment cells in jails .
It is my open declaration that for real criminals jails are nothing
but haven with every felicities for evil satisfactions . But for
innocent victims jails are inhuman and pathetic punishment cells . Such a worst
atmosphere prevails in most of the jails in India . The innocent
prisoners are being treated as slaves . But real offenders are being
treated as VIPs . Any one can prove the same very easily at any time.

India’s most corrupted dept. is police which is very well known to the world. But the recent phenomenon of growing number of innocent civilian get heavily punished to get good posting, promotion, transfer by planting stories and twisting facts, escaping the real culprits and put innocent behind bar is growing day by day. Even for petty crimes people are heavily penalised and punished with heavy hands and police, political, criminal, bureaucratic, judicial nexus even with the section of media showcasing the innocent civilian as criminal and extracting money even the so called civil society in the city is quite disturbing especially in Mumbai. Criminals are roaming freely on the street of Mumbai and find targets. There is sudden rise of crime. They create trouble against soft target and beaten and complaint against them with their power and influence with the police to extract money from the victim.
Transfer, promotion and posting in Mumbai police done based on their influence and money. Even constables spending lakhs of rupees for getting favourable place posting. When they are posted in their choicest place, they also brings an army of criminals to carry out their activities. Then these criminals roam everywhere identify soft target and even create trouble on road, railway stations, create mob, attack and hand over to police. Police then book the victim in any big criminal cases like rape, murder, chain snatching or any undetected cases and extract money and mercelessly beaten by group of policemen unless and until get unconscious. They even call media to show that they caught the culprit. The latest target is civil society who raise voice against corruption, injustice, human right violation, exposing builders, criminals, filing RTI etc.
In all the police stations, policemen keep patta (conveyor belts,) tyres, rope, steel rods, bamboos, chains etc. the list are endless to beat the victim. Nobody ready and willing to take against any action against this policemen and the so called seniors and their political masters never address the victim’s grievance because they are part and parcel of this crime.
Earlier organised criminals are working anonymously. Now they are working openly with the support of police which is visible to public at large. What is reported in the media or higher authorities is just 5% of the crime. But actual crime never reported. If there is any serious reporting against the juniors, it just end with a party or a bottle of whisky or like things. So reporting to higher up is not worthwhile and even they are further harassed and booked in another crime.
Today democracy under threat from official inaction and over action and unchecked system of corruption and violation of human right is the order of the day. Civil society is under threat. Save Democracy, save civil society.
Concerned citizen requesting to international audience to take up this issue and investigate thoroughly. Thousands of innocents are either disappeared or languishing in jail due to excesses committed by police criminal nexus.

I guess the most corrupted is Chennai! Central Govt. can conduct a competition among states to find the most corrupted and then give them awards! Not only Hydera”bad”, corruption prevails bad everywhere in India. Have to give them severe punishment once caught red handed. Abolition of corruption at all levels is definitely possible, if the government is willing to do.

Hi, Just came across your blog. CHRI my organisation works on police reforms. its a lonely furrow. We have lots of materials, information on where reforms are now after the Prakash Singh judgement and lots of solutions on how police can be improved. It is unlikely India will have “clean” politicians soon. Decent people will not enter Gundaraj politics. The only other option is to kill the civil service system (which is uncivil to start with). Is it feasible in the next 10 years?

one must understand that – everything is possible – and must also realize that it going to take a long — long time.. – every nation from US to UK to Japan did go through this phase of corruption during their early developing stages – We are a developing country and the scenario is no different.

A traffice police stops your bike on the road and asks for the documents. You show him. Everything ok. Now can you go? No. Your headlight, brake, wheel …. he will keep the list going till you stuff a honest “Gandhi” note his shameless hands. The alternative is he takes your bike, then you go to the police station and pay 10 times to his boss. The police who arrested you will still get a good chunck of the “collection”.

When you pay a bribe , make sure you get all his details – name, position address , a photograph if possible. Post them on that site and shame the bribe taker..You have all the power …just you need to think of it and do it..
Th ipaidabribe concept is good. It should be linked to lokayukta or an independent body…
This is just tip of the iceberg. Rajiv Gandhi had said of the Rupee spent only 15 paisa reaches the beneficiary. Today it is probably just 5 paisa or less.
95% government projects are scams- siphoning public money to private benefit. Unnecessary or misplaced infrastructure, services or contracts- BOT as a vehicle to squander public money, limitless tolls on roads, massive purchases of unneeded goods…..
We need less Government, not more. Like British hatao we must have an IAS hatao freedom struggle!

BJP said that they can bring all the money to India from Swiss account deposited by Indians. But our people had not given any importance to that election manifesto of BJP. So it is clear that voters are the primary reason for corruption and bribe that happens in our country.
Why Congress government should not take any step in Swiss account matter?
