Airlines will continue to set prices based on market conditions and operating costs, while the government will retain the option of temporary intervention in exceptional circumstances.<\/p>\n\n\n\n<p><strong>Government Directions Must Be Limited<\/strong><\/p>\n\n\n\n<p>Under Rule 192, the Centre can issue written directions to airlines if it believes an extraordinary situation requires action. Any intervention must be proportionate to the circumstances and remain in force only for a specified period.<\/p>\n\n\n\n<p>However, the rules do not define what qualifies as an \u201cextraordinary situation\u201d or set a specific threshold for intervention. That leaves the government discretion to determine when action is necessary.<\/p>\n\n\n\n<p><strong>Airlines Must Disclose Fare Details<\/strong><\/p>\n\n\n\n<p>The new framework requires airlines to submit tariff details to the Directorate General of Civil Aviation (DGCA), which will monitor fares. Airlines must also publish their tariffs on their websites and other digital platforms.<\/p>\n\n\n\n<p>Passengers must be shown the total amount payable during booking and on their tickets. Airlines will have to separately disclose the base fare, taxes, fees, cancellation charges, refund conditions and other applicable charges.<\/p>\n\n\n\n<p>The rules distinguish government taxes from fees collected by airlines or service providers for facilities and services.<\/p>\n\n\n\n<p><strong>No Immediate Relief From High Fares<\/strong><\/p>\n\n\n\n<p>The notification comes amid concerns over steep ticket prices during peak travel periods. But the new rules will not take effect until January 1, 2027, so they will not directly address fare increases during the current festive season.<\/p>\n\n\n\n<p>Even after the rules take effect, they do not guarantee cheaper tickets. Airlines will retain the freedom to set fares, and government intervention will depend on whether a situation is considered extraordinary and warrants action.<\/p>\n\n\n\n<p><strong>A Shift in Oversight, Not a General Fare Cap<\/strong><\/p>\n\n\n\n<p>The new rules replace the Aircraft Rules, 1937, from the start of 2027. The earlier framework expressly allowed the DGCA to issue directions in cases involving excessive or predatory fares and oligopolistic practices. The new Rule 192 retains tariff monitoring but does not list those specific grounds in the same way.<\/p>\n\n\n\n<p>For passengers, the main changes are the possibility of temporary government intervention in exceptional circumstances and clearer disclosure of fare components.
