Under the proposed rules, existing car models that are already on sale would have to comply by October 1, 2032.

The Ministry of Road Transport and Highways (MoRTH) has introduced the proposal through a draft amendment to the Central Motor Vehicles Rules, 1989. The move aims to improve vehicle safety and reduce the severity of road accidents across India.

What Is an Advanced Emergency Braking System?

Advanced Emergency Braking Systems use cameras, radar or other sensors to identify potential collisions with vehicles, pedestrians and other obstacles ahead.

If the system detects an imminent collision and the driver fails to respond in time, it can automatically apply the brakes. Depending on the circumstances, this may help prevent an accident or reduce the impact.

AEBS is an advanced driver assistance system (ADAS) feature already available in selected vehicles. Making it mandatory would extend the technology to a much wider range of passenger cars.

However, automatic braking is not a substitute for attentive driving. System performance can vary depending on road conditions, visibility, sensor limitations and the type of obstacle detected.

New Cars Must Comply From October 2030

The draft proposal establishes a phased implementation timeline.

October 1, 2028: Vehicles in the relevant passenger-car and light-goods categories that are equipped with AEBS must comply with the prescribed AIS-185 standard.

October 1, 2030: AEBS would become mandatory for newly introduced M1-category passenger car models.

October 1, 2032: The requirement would extend to all M1-category models, including those already in production.

The M1 category covers passenger vehicles with up to eight seats in addition to the driver’s seat, encompassing most conventional cars and SUVs sold in India.

The draft notification is open to public feedback for 30 days. The government will consider objections and suggestions before finalising the rules, meaning the proposed dates could be subject to change.

Additional Safety Rules for Steering and Lane-Keeping

The draft also proposes requirements covering steering systems and lane-keeping technology.

From October 2027, vehicles equipped with Automatic Command Steering Functionalities and Emergency Lane Keeping Systems would need to meet specified automotive industry standards.

From October 2029, the proposal would make these technologies mandatory for M1-category vehicles registered as transport vehicles, including relevant taxis. Driver drowsiness and attention-warning requirements are also part of the proposed measures for this category.

Separately, the government has outlined safety requirements for commercial vehicles, including emergency braking and other driver-assistance systems for trucks and buses.

What Does This Mean for Car Buyers?

If approved, the proposal could make automatic emergency braking a standard safety feature across India’s passenger-car market over the next several years.

Manufacturers may need to redesign vehicles, integrate compatible sensors and braking controls, and complete the necessary compliance testing. These changes could affect development costs and vehicle pricing, although the eventual impact on consumers is not yet known.

For buyers, the wider adoption of AEBS could offer an additional layer of protection against certain collisions. For now, the rules remain a proposal rather than a finalised mandate.

Summary: The Ministry of Road Transport and Highways has proposed making Advanced Emergency Braking Systems mandatory for new passenger-car models from October 2030 and all existing models from October 2032. The draft also covers steering and lane-keeping technologies. The proposal is open to public feedback, and the final requirements will depend on the government’s decision after consultation.

The Indian government has proposed making Advanced Emergency Braking Systems (AEBS) mandatory for new passenger car models from October 1, 2030.
