50% Employees To Work From Home<\/strong><\/p>\n\n\n\nUnder the new winter protocol, offices across Delhi will operate with half their workforce working from home during the designated period.<\/p>\n\n\n\n
The measure is aimed at reducing the number of daily commuters on Delhi’s roads and, in turn, lowering traffic congestion and vehicle emissions.<\/p>\n\n\n\n
Unlike the existing GRAP system, where a 50% work-from-home arrangement can be introduced when air quality reaches the most severe category, the new Delhi framework brings the measure forward to a predetermined date.<\/p>\n\n\n\n
New Office Timings From November 1<\/strong><\/p>\n\n\n\nThe government is also introducing staggered working hours to spread traffic across different parts of the day.<\/p>\n\n\n\n
Municipal Corporation of Delhi offices will operate from 8:30 am to 5:00 pm, while offices under the Delhi government will function from 10:00 am to 6:30 pm.<\/p>\n\n\n\n
The revised timings are scheduled to apply during the winter period.<\/p>\n\n\n\n
The idea is to reduce the concentration of vehicles during peak commuting hours, particularly around the morning and evening rush.<\/p>\n\n\n\n
Construction Restrictions To Begin<\/strong><\/p>\n\n\n\nConstruction and demolition activities will also face seasonal restrictions.<\/p>\n\n\n\n
Dust-generating demolition work and outdoor civil construction activities will be prohibited from November 1 to January 31, with exceptions for certain essential public infrastructure projects.<\/p>\n\n\n\n
A more stringent complete ban on construction and demolition activities is planned between December 10 and January 20.<\/p>\n\n\n\n
The restrictions are aimed at controlling dust, which is a significant contributor to particulate pollution in the Capital.<\/p>\n\n\n\n
Parking Charges To Double<\/strong><\/p>\n\n\n\nDelhi will also increase the cost of using authorised parking facilities.<\/p>\n\n\n\n
Parking charges will be doubled from November 1 through February 28 as part of an effort to discourage private vehicle use during the winter pollution season.<\/p>\n\n\n\n
Parking facilities owned and operated by Delhi Metro Rail Corporation will be exempt from the increase.<\/p>\n\n\n\n
Vehicle Restrictions Also Planned<\/strong><\/p>\n\n\n\nThe winter protocol includes restrictions on the entry of vehicles registered outside Delhi and below BS-VI emission standards from November 1.<\/p>\n\n\n\n
CNG and electric vehicles, along with certain essential vehicles, will be exempt from the restriction.<\/p>\n\n\n\n
The government has also retained other measures aimed at reducing pollution, including the requirement for vehicles to have valid Pollution Under Control certificates for refuelling.<\/p>\n\n\n\n
A New Fixed-Date Approach<\/strong><\/p>\n\n\n\nThe latest plan changes how several pollution-control measures are triggered.<\/p>\n\n\n\n
Instead of waiting for air quality to deteriorate to a particular GRAP stage, Delhi has established fixed dates for several measures, allowing restrictions to begin before the worst winter pollution episodes arrive.<\/p>\n\n\n\n
GRAP will continue to operate separately, meaning additional restrictions can still be imposed if air quality reaches the relevant thresholds.<\/p>\n\n\n\n
