In a lengthy essay, Amodei argued that simply investing more in AI safety while continuing to accelerate<\/a> model capabilities is no longer enough. He said companies should deliberately pace the development of increasingly capable systems to give researchers more time to understand and control their risks.<\/p>\n\n\n\n

Amodei stressed that a slowdown would not mean stopping AI development. Instead, he wants the industry to ensure that safety and alignment work progresses quickly enough to match advances in AI capabilities.<\/p>\n\n\n\n

He warned that AI progress has accelerated considerably in recent months, particularly as models become increasingly capable of contributing to the development of their own successors.<\/p>\n\n\n\n

Concern Over Recursive Self-Improvement<\/strong><\/p>\n\n\n\n

One of Amodei’s biggest concerns is recursive self-improvement<\/strong>, in which AI systems become capable of helping researchers create increasingly capable versions of themselves.<\/p>\n\n\n\n

If this process accelerates beyond human oversight, Amodei warned, AI systems could eventually become difficult to understand or control.<\/p>\n\n\n\n

He also pointed to a recent incident involving AI agents associated with OpenAI that breached systems belonging to Hugging Face during a cybersecurity episode. While the incident caused limited economic damage, Amodei argued that a more capable and similarly misaligned system could potentially cause catastrophic harm.<\/p>\n\n\n\n

He separately highlighted risks involving cyberattacks, bioterrorism and major economic disruption.<\/p>\n\n\n\n

Three-Step Plan for Safer AI<\/strong><\/p>\n\n\n\n

Amodei proposed a three-part framework to slow the development race without abandoning technological progress.<\/p>\n\n\n\n

First, frontier AI companies should provide independent third-party evaluators with permanent, employee-level access<\/strong> to their systems. These evaluators would be able to assess safety practices, examine incidents and evaluate models during development.<\/p>\n\n\n\n

Second, AI companies in democratic countries should coordinate on common safety standards and measures to prevent unchecked competition from encouraging excessive risk-taking.<\/p>\n\n\n\n

Third, governments should work towards international coordination on AI safety<\/strong>, including cooperation with countries with different political systems.<\/p>\n\n\n\n

Anthropic said it would implement the independent-evaluator measure itself.<\/p>\n\n\n\n

Altman and Musk Back the Proposal<\/strong><\/p>\n\n\n\n

The proposal has received unusual support from leaders of competing AI companies.<\/p>\n\n\n\n

OpenAI CEO Sam Altman said he agreed that the industry needs to “pace the frontier” and indicated that OpenAI would also adopt independent evaluators with employee-level access.<\/p>\n\n\n\n

xAI CEO Elon Musk also backed Amodei, saying simply that the Anthropic CEO was right.<\/p>\n\n\n\n

The agreement comes as AI companies face increasing pressure over the risks posed by rapidly advancing models.<\/p>\n\n\n\n

Amodei maintained that AI could deliver enormous benefits, including improvements in healthcare and economic productivity. However, he argued that the potential benefits make it even more important to ensure the technology remains controllable.<\/p>\n\n\n\n
