More Than 70,000 Complaints Recorded<\/strong><\/p>\n\n\n\n

India\u2019s Central Vigilance Commission (CVC) has reported that 70,584 corruption complaints<\/a><\/strong> were received against government departments and organisations during 2025. The figures, published in the CVC\u2019s annual report, show that banks and the Railways accounted for the largest number of complaints.<\/p>\n\n\n\n

Of the total complaints received by Chief Vigilance Officers (CVOs), 64,905 had been disposed of by December 31, 2025<\/strong>, while 5,679 remained under process. As many as 2,002 pending cases had been outstanding for more than three months.<\/p>\n\n\n\n

Banks Recorded the Highest Number<\/strong><\/p>\n\n\n\n

Banks topped the list with 9,933 complaints<\/strong> during the year. CVOs disposed of 9,520 of these cases, leaving 413 pending at the end of 2025. Fifty-two of the pending bank-related complaints had remained unresolved for more than three months.<\/p>\n\n\n\n

The Railways followed closely, with 9,381 complaints<\/strong>. Of these, 8,754 were disposed of, while 627 remained pending.<\/p>\n\n\n\n

The figures do not necessarily mean that corruption was established in these cases. They represent complaints received by the vigilance system and subsequently examined or processed.<\/p>\n\n\n\n

Housing and Urban Affairs Also High on the List<\/strong><\/p>\n\n\n\n

The Ministry of Housing and Urban Affairs recorded 6,531 complaints<\/strong>, making it another major category.<\/p>\n\n\n\n

Local bodies, excluding the Government of National Capital Territory of Delhi, accounted for another 4,834 complaints<\/strong>. These included organisations such as the Delhi Jal Board, Municipal Corporation of Delhi and New Delhi Municipal Council.<\/p>\n\n\n\n

The coal sector recorded 4,118 complaints, while finance-related employees accounted for 3,107.<\/p>\n\n\n\n

Delhi Government and Police Also Face Thousands of Complaints<\/strong><\/p>\n\n\n\n

The report recorded 2,804 complaints against the Delhi government<\/strong> and 2,633 against Delhi Police.<\/p>\n\n\n\n

Other major categories included the Ministry of Petroleum and Natural Gas with 2,722 complaints, Road Transport and Highways with 2,139, and the Ministry of Home Affairs, excluding Delhi Police, with 2,036.<\/p>\n\n\n\n

The Human Resource Development sector recorded 2,030 complaints, while the Labour Ministry had 1,894.<\/p>\n\n\n\n

Thousands of Cases Still Under Process<\/strong><\/p>\n\n\n\n

While more than 64,000 complaints had been disposed of, the 5,679 cases still pending at the end of the year highlight the challenge of completing vigilance investigations quickly.<\/p>\n\n\n\n

CVOs are expected to complete investigations within three months<\/strong>, and the CVC periodically reviews pending complaints to encourage faster disposal.<\/p>\n\n\n\n

The CVC also referred 18,651 complaints<\/strong> to CVOs for necessary action during 2025. Local bodies received the largest share of these referrals, followed by banks and the Railways.<\/p>\n\n\n\n

What the Numbers Reveal<\/strong><\/p>\n\n\n\n

The data provides a broad picture of where corruption-related complaints are being reported across India’s public institutions. The concentration in sectors such as banking, Railways, urban development and public-sector industries also reflects the enormous scale of transactions and public interaction handled by these organisations.<\/p>\n\n\n\n

However, complaints alone should not be interpreted as proof of corruption. The effectiveness of the vigilance system ultimately depends on how quickly allegations are investigated and how appropriate action is taken when wrongdoing is established.<\/p>\n\n\n\n
