(User Identification) Rules, 2026 require telecom operators to verify the identity of users through verifiable biometric-based identification.

The rules apply to major telecom operators across the country and came into effect on August 21, 2026.

New SIM Cards Will Require Biometric Verification

Anyone applying for a new mobile connection will now have to complete the prescribed biometric verification process before the SIM can be issued.

The move is aimed at ensuring that every mobile number is linked to a genuinely verified individual.

The government is seeking to reduce the misuse of mobile connections for fraud, cybercrime, impersonation and other illegal activities.

Existing Users May Also Need Verification

The new rules are not limited to people buying new SIM cards.

Biometric identification is also required when users request certain changes to their mobile connection details.

This means people updating subscriber information may also have to undergo identity verification before the requested change is processed.

The rules also introduce biometric verification requirements for requests involving disconnection of a mobile number.

Aadhaar Users Will Use E-KYC

For users who choose Aadhaar-based verification, the process will use the existing electronic Know Your Customer system.

The verification is carried out through the authorised Aadhaar authentication mechanism.

This means the government has not created a new universal biometric database containing every telecom subscriber’s biometric information.

Instead, the final rules rely on established electronic and digital KYC mechanisms.

Non-Aadhaar Users Have Another Process

The rules also provide a mechanism for users who do not use Aadhaar-based verification.

Under the digital KYC process, the telecom operator can capture a live facial image of the customer along with an electronic image of the original identity and address documents.

This creates a stronger connection between the person requesting the SIM and the identity document being submitted.

The operator may also undertake additional verification where required.

Alternative Verification For People Unable To Provide A Face Scan

The rules recognise that not every person will be able to complete live facial capture.

If someone cannot undergo the process because of an impairment, disfigurement or injury, alternative methods of providing biometric information must be made available.

This provision is intended to prevent the new verification requirement from automatically excluding people who cannot complete a standard facial verification process.

Additional field verification or police assistance may also be used in certain cases.

Users Will Get Alerts For Requests Made In Their Name

One of the important consumer-protection provisions is an alert mechanism.

When a new connection, SIM-related request, subscriber-detail update or disconnection request is made in a user’s name, the telecom operator will be required to alert the user.

The purpose is to give subscribers an opportunity to identify requests they did not make themselves.

This could help detect fraudulent attempts involving stolen identities or unauthorised SIM activity.

Why Is The Government Tightening SIM Verification?

Mobile numbers are increasingly connected to banking accounts, digital payments, social media profiles and other important services.

A SIM issued using false or inadequate identity information can therefore become a powerful tool for fraudsters.

Fraudulent SIM cards can potentially be used for phishing, impersonation, financial scams, account takeovers and other criminal activities.

The government wants stronger identity verification at the point where telecom connections are issued or modified.

The Government Dropped A Proposed Shared Biometric Database

The final rules are different from an earlier proposal.

The government had considered creating a Biometric Identity Verification System, which would have created a central system allowing telecom companies to verify subscribers across operators.

That proposal has been dropped from the final rules.

Instead, verification will take place through electronic KYC and digital KYC mechanisms.

This is significant because it avoids creating a single cross-operator biometric repository for telecom subscribers.

Telecom Companies Get Time To Implement The System

Although the rules have already come into force, telecom operators have been given time to put the required systems in place.

Operators have three months, with the possibility of an extension of up to six months, to implement the necessary technical infrastructure.

This means the practical rollout of every part of the new system may not happen simultaneously across all telecom companies.

What Happens If Biometric Verification Fails?

The new framework also requires telecom entities to report instances where biometric identification fails.

This creates an additional layer of monitoring around the verification process.

The objective is to ensure that failed authentication attempts are not simply ignored and that telecom operators maintain records of verification problems.

For genuine users, alternative verification mechanisms can be important where technical or physical circumstances make standard biometric verification difficult.

New Rules Apply To Mobile Number Disconnection Too

A notable change is that biometric verification is now also required before a mobile connection is disconnected in relevant circumstances.

This was not included in the same form in the earlier draft rules.

The requirement is designed to make sure that important changes affecting a subscriber’s mobile identity are properly authenticated.

It could also help prevent unauthorised individuals from attempting to deactivate another person’s number.

What This Means For Existing Mobile Users

Existing users do not need to immediately replace their SIM cards simply because the new rules have taken effect.

The new requirements become relevant when users undertake transactions covered by the rules, such as certain subscriber-detail updates or other specified requests.

Telecom companies will gradually integrate the necessary verification systems into their customer-service and SIM-issuance processes.

The Rules Are Different From The Nine-SIM Limit

The biometric verification rules are part of a broader tightening of India’s mobile connection framework.

Separately, the government has been enforcing limits on the number of mobile connections an individual can hold.

In most parts of India, an individual can have up to nine mobile connections, while lower limits apply in Jammu and Kashmir, Assam and certain North-Eastern areas.

The two measures address different issues: biometric verification focuses on confirming identity, while connection limits address the number of SIMs associated with an individual.

Telecom Operators Must Strengthen Their Systems

Airtel, Jio, Vodafone Idea, BSNL and other telecom companies will need to make changes to their verification systems.

Retailers and authorised points of sale will also have to follow the prescribed procedures when issuing new connections or handling relevant customer requests.

The changes could make SIM issuance slightly more time-consuming, but the government expects stronger verification to reduce fraudulent connections.

Privacy Questions Could Remain

The increased use of biometric verification also raises questions about privacy and data protection.

Facial images, fingerprints and other biometric information are particularly sensitive forms of personal data.

The decision to drop the proposed shared biometric database reduces one major concern, but telecom operators will still need to ensure that biometric and identity information is handled securely.

How these systems operate in practice will therefore be closely watched.

The Biggest Change For Consumers

For ordinary consumers, the most visible change will be simple: getting a new SIM will involve stronger identity verification.

Users should expect to provide the required identification and complete the applicable biometric process through an authorised telecom channel.

People updating their mobile details should also be prepared for additional verification.

The process is intended to make it significantly harder for someone to obtain or modify a mobile connection using another person’s identity.

Aimed At Making Mobile Connections Harder To Misuse

India’s new telecom rules represent a major tightening of subscriber verification.

The government is moving towards a system where issuing, modifying and disconnecting mobile connections requires stronger proof that the person making the request is actually the legitimate subscriber.

At the same time, the final rules have avoided creating the proposed single biometric database across telecom companies.

For consumers, the result is more verification at the point of SIM issuance and account changes, but potentially stronger protection against identity misuse and fraudulent mobile connections.

Summary

India has made biometric-based identity verification mandatory for new mobile SIM issuance and certain subscriber-detail changes under the Telecommunications (User Identification) Rules, 2026. Aadhaar users can undergo e-KYC, while non-Aadhaar users can be verified through digital KYC involving live facial capture and original identity documents. Biometric verification also applies to relevant disconnection requests.
